What the inspector wrote

On January 6, 2026, at approximately 10:20 AM, Licensing Program Analyst (LPA) Janet Gil conducted an unannounced, annual inspection. LPA met with director, Peggy Nairn, and explained the purpose of the inspection. Hours of operation are Monday to Friday 5:30 AM to 7:00 PM, for this licensed location. Present during inspection for the School Age license included 8 children with 4 staff members (including director, and 2 administrative staff). Facility operates with two other licenses: An Infant Center license and Preschool Center License. Present for the infant license license included 11 infants and 4 additional staff members. Present for the Preschool license included 22 preschool children with 4 additional staff members. The facility is operating within capacity requirements and ratios at time of LPA's inspection. LPA, the director, and administrative assistant, inspected the facility indoors and outdoors for health and safety hazards. The program operates out of 4 classrooms: "Super Heroes"(school age), "Little Criters"(2-3.5 year olds), "Blooming Butterflies"(Preschool) and "Love Bugs" (Infants). LPA observed classrooms to be clean, equipped with age appropriate toys, materials, and furniture. LPA observed electrical outlets to be made inaccessible with child safety outlet covers. Storage for children's belongings are located inside each classroom, labeled with each child's individual names. LPA observed classrooms have enough sleeping cots available for enrolled pre-school. Per director, school age program does not nap, and facility washes blankets/sheets daily. The LPA observed facility has an installation of a fire alarm system throughout the entire building. LPA observed a carbon monoxide alarm near the kitchen area. Alarm was tested and observed to be working. The facility has multiple fully stocked and accessible first aid kit bags(one for each classroom). The facility has multiple fire extinguishers. All poisons, cleaning solutions and hazardous materials are stored inaccessible to children on the facility's high shelves, or properly locked under classroom sinks. Continue on Page 2... Continued, Page 2... LPA observed children's bathrooms located inside classrooms to be clean and in proper working condition. Facility does provides breakfast, morning snack, lunch, afternoon snack, and dinner as a food service. All meals are prepared on-site in kitchen area. LPA did not observed anything hazardous in the kitchen area. Facility has menus displayed in each classroom available for parents to see. Water is available to children indoors and outdoors with disposable paper cups and designated water sink, tested by the department. LPA observed an enclosed outdoor play area separated and designated for each license. The outdoor area is fully enclosed and has age appropriate toys and materials that were in working condition. LPA observed play structures to contain padding turf grass underneath. LPA observed no pools, spas, or bodies of water in day care areas. Children are signed in and out of the facility through the Pro Care App System by the front entrance. All children were signed in correctly during LPA's visit. The facility has license documentation and information properly posted and available for review in each classroom. The preschool program conducts drills every month. The last disaster drill was on 12/6/2025. LPA reviewed 3 children's files and 2 staff files. The children's records and staff records were observed to be complete. All teachers have a valid CPR/First Aid certificate that will expire on 10/2027. All staff also have proof of required immunization that was made available for review. Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. The director is aware that all staff are required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com . LPA observed the completed certificate on file. LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates. The director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP. No deficiencies were cited today under CCR, Title 22, Div. 12, Chapt. 1. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
