What the inspector wrote

According to Staff Interviewed during the course of the investigation, when children misbehave, they are walked to the Directors office so they can talk to the child about the behavior. Per staff, there are times when children are walked by hand but never in a rough manner. Staff stated that there was one incident where a child refused to go to the Directors office and did not want to hold hands and walk, therefore, they were held by their wrist and encouraged to walk. According to staff, when this took place, child was not dragged or pulled, simply walked along due to child’s unpredictable behavior putting other children’s safety at risk. According to Parents interviewed during the course of the investigation, they have no concerns regarding their children's safety and well-being. Parents stated that there is a staff member (Staff 2) that according to children is strict because when they are not behaving, that staff member is the one whom walks the children out of the classroom and into the Directors office. Parents further stated that they have no serious concerns due to their children never having had any visible concerning marks on them. Parents stated they were happy with the Child Care Center (CCC). According to children interviewed during the course of the investigation, children stated that they like their teachers and that their teachers are nice to them. Some children stated that Staff 2 (S2) can be mean, sometimes yells. One child stated that there was an incident that took place when they misbehaved and they did not want to go to the Directors office where S2 grabbed their arm and walked them to the office and they did not like it. -Pertaining to the allegation that – Staff member pinches day care children in care. According to the Reporting Party (RP), Several children have stated they are afraid and some have mentioned being pinched or grabbed when they did not follow directions. According to Staff Interviewed during the course of the investigation, children are never pinched while in care. Staff stated that they have never observed anyone pinch children. Staff further stated that when children are misbehaving, they are walked to the Directors office to talk. According to parents interviewed during the course of the investigation, they have no concerns regarding their children's safety and well-being. Parents further stated that they have no serious concerns due to their children never having had any visible concerning marks on them. Parents stated they were happy with the Child Care Center (CCC). According to children interviewed during the course of the investigation, children stated that they like their teachers and that their teachers are nice to them. One child stated that Staff 1 (S1) and Staff 2 (S2) sat them in a chair and pinched them all over their arm and all over their body. -Pertaining to the allegation that – Staff member is treating day care child in care in a punitive nature. According to the Reporting Party (RP), Multiple children, have reported inappropriate behavior by a staff member, who is known to discipline children in an aggressive and unprofessional manner. According to Staff Interviewed during the course of the investigation, when children misbehave, they are walked to the Directors office so they can talk to the child about the behavior. Per staff, there are times when children are walked by hand but never in a rough manner. Staff further stated that they are also spoken to ,when necessary, in a stern teacher voice. According to parents interviewed during the course of the investigation, they have no concerns regarding their children's safety and well-being. Parents further stated that they have no serious concerns due to their children never having had any visible concerning marks on them. Parents further stated that S2 is the adult that assists with children when they do not behave and therefore, children might see S2 as scary. Parents stated they were happy with the Child Care Center (CCC). According to children interviewed during the course of the investigation, children stated that they like their teachers and that their teachers are nice to them. Children stated that S2 can be mean when they do not behave but they are not afraid of S2. -Pertaining to the allegation that – Licensee is not ensuring that staff are adequately trained. According to the Reporting Party (RP), This facility has shown repeated signs that the staff are not properly trained to handle children in a developmentally appropriate, safe, and nurturing way. According to Staff Interviewed during the course of the investigation, staff stated that when children misbehave, they are walked to the Directors office to talk and address the issues in a private matter and so the child has some time to cool off. Staff stated it is done to ensure the safety of other children in the classroom due to child’s behavior being unpredictable. According to parents interviewed during the course of the investigation, they have no concerns regarding their children's safety and well-being. Parents stated that they feel staff are trained well enough to take care of their children and have no issues. Parents stated they were happy with the Child Care Center (CCC). Based on the evidence as documented above, the allegations have been determined to be Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegation occurred. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Assistant Director, Vino Veerasingam.
