What the inspector wrote

On 7/7/2021 at 9:00 AM, Licensing Program Analyst (LPA) Lillian Casillas conducted an announced Pre-Licensing Tele-Inspection via FaceTime. LPA Casillas met with the Licensee\342\200\231s daughter, Judith Iloulian, who guided LPA Casillas on a tour of the inside and outside of the Family Child Care Home. Judith stated the Licensee was at Iloulian Family Child Care #197402938. LPA observed 0 adults and 0 children in care. Hours of operation are scheduled for Monday through Friday, 8:00am to 7:00pm. Licensee is applying for a Large Family Child Care Home with maximum capacity for 14 children, ages 0 to 12 years old. Licensee is currently licensed for a Large Family Child Care Home at Iloulian Family Child Care #197402938. This is a single-story house with 4 bedrooms, 3 bathrooms, dining room, living room, kitchen, and backyard. Childcare areas are: bedroom #1, bathroom #1, dining room, living room, and kitchen. Off-limits areas are: bedroom #2, bedroom #3, bathroom #2, bathroom #3, and backyard. Indoor Parents enter the property through a gate and driveway, then follow a concrete walkway to a side gate that leads to the entrance of bedroom #1. Bedroom #1 is the primary child care area. It features its own entrance and exit. In this room, LPA observed 1 couch, built-in closets lining one wall, 2 large mats, age-appropriate toys, books, and cubbies. Cleaning supplies are stored in the built-in closets and LPA observed a child safety latch on the closet door. The 2A10:BC fire extinguisher (serviced on 7/2021) is installed on the wall next to a filing cabinet where the Licensee will store the children's files and facility files. LPA observed a fire alarm and a functioning smoke/carbon monoxide detector next to the entrance door. LPA observed a First-Aid Kit located on the top shelf of a bookshelf situated next to the entrance door. A private bathroom with 1 toilet, 1 shower, and 1 sink is included in this room. [CONTINUE ON PAGE 2] PAGE 2 In the kitchen, LPA observed a clean and organized refrigerator. LPA observed all knives stored in an upper cabinet, making the knives inaccessible to children. LPA observed a large dining table with 8 chairs in the dining room and a china cabinet with key locks on all cabinet doors. In the living room, LPA observed 1 table with 2 chairs and a tv mounted to the wall. The living room is not entirely moved in yet. Indoor Off-Limits Bedroom #2, bedroom #3, bathroom #2 are made inaccessible to children with key locks. Judith stated she will add child safety knobs to bedroom #4 and bathroom #3. Cleaning supplies are located in cabinets above the washer and dryer in a small room next to the kitchen. Outdoor Children will play and eat in the front patio directly outside of bedroom #3. This area is completely fenced. Children will eat on children's benches in the front patio. Judith stated that when the weather does not permit outdoor eating, the benches will be moved inside bedroom #3. The backyard can be accessed via bedroom #1 and sliding doors in the kitchen. The backyard includes a birdhouse room, which features a key lock, making it inaccessible to children. Judith Iloulian stated there are no firearms or weapons of any kind in the facility at the time of the visit. LPA observed a parent board with the facility sketch, Emergency Disaster Plan, Notification of Family Child Care (PUB394), and a space for license, Judith Iloulian agreed to meet with LPA Lillian Casillas together with the Licensee on 7/8/2021 at 4:00 PM for a second pre-licensing inspection. By the second inspection, Judith agreed to correct the following items: All day care furniture (benches and toys) placed in front patio An exit interview was conducted with Judith Iloulian (Licensee's daughter) at 11:40 PM and a copy of this report (LIC809) was sent to Judith via email. Judith agreed to reply to the email in lieu of a signature.
