What the inspector wrote

On 10/01/2024, Licensing Program Analyst (LPA) Adrian Risher conducted an unannounced 3 year Required Inspection for the school age license at above mentioned facility. LPA met with Arnold Embuido, Site Director . LPAs toured the facility indoors and outdoors. The facility operates Monday, Tuesday, Thursday and Friday 7am to 9am & 2:00 p.m.- 6:00 p.m. and Wednesdays 1 p.m. to 6:00 p.m. Facility is licensed for children from the 2nd through 5th grade. LPA observed 113 children with 9 staff. The Program operates within Hermosa Vista School. The facility currently operates out of the multipurpose room, Room 102 and 107. Site Director stated the children do homework and indoor activities in the multipurpose room. The children do homework and arts & crafts in the classrooms. Furniture and equipment are in good condition, free of sharp, loose or pointed parts. All materials and surfaces accessible to children are toxic free. The isolation area is located in the multipurpose room or in the main office. There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. Cleaning supplies are stored in a locked cabinet in the multipurpose room. No poisons were observed during the inspection. LPA observed first aid kits in the multipurpose room. The facility provides snacks to the children in care. LPA observed snacks that stored in a cabinet in the multi-purpose room. Menus are posted at least one week in advance. All toilets and handwashing facilities are in safe and sanitary operating condition. The children have access to 1 boys & girls bathroom inside of the main building and 1 boys & girls bathroom near the outside play area. Drinking water is available both indoors and outdoors. LPA observed a water dispensers and water jugs in the multipurpose room. The children bring in their own refillable water bottle. LPA inspected the outside play area. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. Facility was observed to have a centralized smoke and carbon monoxide detector. LPA completed file reviews for children and staff which are complete. LPA observed more than one staff with current cpr and pediatric first aid certification. LPA reviewed disaster and fire drill logs which were current. No deficiencies are cited today . Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative Arnold Embuido.
