Pre-licensing visit·January 20, 2022

On 01/20/2022 Licensing Program Analyst (LPA) Chandler made an announced visit to Bright Horizons @ Playa Vista Preschool for the purpose of conducting a pre-licensing inspection. LPA met with Teresa Antonelli (director); also present where Sarah Hannah (regional manager), Taylor Spearman ( instructional coach), and Briseida Palacios (health and safety director)who provided a tour of the facility. The applicant is requesting a license with a capacity of 72 pre-school children ages 2 \342\200\223 entry into first grade.The applicant also has a pending Infant application #197494953 that will be located in the same building. The facility is a single-story building with 9 classrooms dedicated to day care. There is a directors office, resource room, staff lounge, lactating/wellness room, two stroller storage rooms and a multipurpose room that were not included in the square footage. The multipurpose room will be utilized by both programs as gross motor skills development room; applicant was reminded that children of different programs shall not commingle while utilizing this room. Four of the classrooms will be dedicated to preschool operations; rooms 115,117,119 and 124. There is an approved fire clearance on file conducted on 12/7/2021 by Herbert Reddick of the LA City Fire Department The following was observed of the: INDOOR ACTIVITY SPACE Fire extinguishers were 2AB10C or larger last inspected August 26, 2021 Per David Bower (corporate realty management) the carbon monoxide and fire detectors were incorporated in the facilities central fire alarm system First aid kits were available in each classroom with the required essentials: scissors, bandages, tweezers, ointment, thermometer (located at entry). Age appropriate toys and equipment were observed in good repair Drinking water will be provided through filtered water and pitchers distributed to each class daily. Heating and Cooling was provided by a central heating system. Windows were in good repair free of chipping paint, dirt, insects or debris Adequate lighting was observed, motion censored lighting in each classroom was observed The classrooms were clean in good repair Storage for children\342\200\231s belongings were observed Trash cans used for solid waste were observed with tight fitting lids. No Fireplaces or open face heaters were observed Disinfectants and cleaning solution and other toxins or poisons were made inaccessible to children, LPA observed these items in a locked janitorial room. The wellness room and the staff restroom shall be used for isolation of ill children. Applicant was reminded that an ill child shall be supervised at all times The classrooms were equipped with working telephones Parents and authorized adult will use an electronic sign in and out devise. Applicant was reminded that the signatures shall be available for printing at the request of licensing or other enforcement agencies. The required postings were posted in a common area. Children will use cots for napping, cots were observed in good condition. children nap in their classrooms Measurements for the indoor activity space was 2814.91 divided by 35 SQ. FT. per child = 80.43 children. FOOD SERVICE: Meals will be provided by parents or parents have an option to purchase a catered meal. Applicant was reminded that emergency food sources shall be readily available in the case of an event. LPA observed a full kitchen inaccessible to children in care. Refrigeration and storage was available for foods capable or contamination or spoilage in this area.Toxins and detergents where not observed in this area. Center has an Incidental Medical Service plan in place to provide to parents of children with allergies (epi-pen), asthmatic (inhalers), and children needing G-tube feeding RESTROOMS THERE WERE: 6 toilets = 1 toilet per 15 children for a total of 90 children 8 sinks = 1 sink per 15 children for a total of 120 children Toilets and sinks to be utilized by children were age appropriate The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair. Faucets delivered cold water. OUTDOOR ACTIVITY SPACE The facility plans to utilize two of four outdoor spaces for preschool age children. The yards are located near west Waterfront St. side of the playground. The yards are fully enclosed with a 4 foot or higher fence. The preschool yards are sectioned to accommodate separation for the younger preschoolers and older preschoolers. Age appropriate toys and equipment were observed in good condition. No hazardous conditions or equipment was observed during today\342\200\231s visit. Water (pitcher or fountains) was available for outdoor water source Applicant will use tents sails for shading, benches and other resting area were observed. Measurements for the outdoor activity area were 3732.79 divided by 75 sq. ft. per child for capacity total of 49.77 children. Center is advised to request a waiver for Title 22, section 101238.2 for the purpose of accommodating the facilities requested indoor capacity verses the outdoor activity square footage requirement. Based on todays inspection the facility shall be recommended for the requested capacity of 72 children determined by the indoor measurements, pending approval of the requested waiver.
