What the inspector wrote

An informal meeting was scheduled virtually via Microsoft Teams in the El Segundo Child Care Regional Office on March 15, 2022 at 1:00PM. The meeting attendees are as follows: Maureen Neal, Licensing Program Manager Meghan McGee, Licensing Program Analyst Brian Real, Applicant Ana Real, Applicant\342\200\231s Mother The purpose of this meeting is to discuss the Department\342\200\231s expectations pertaining to the responsibilities as a licensee of a family childcare home. LPM began the meeting with introductions of licensing staff and the purpose of the meeting. LPM Neal opened the virtual meeting to discuss applicant\342\200\231s responsibilities as a day care provider. Applicant Brian Real\342\200\231s mother Ana Real was also in attendance and stated that her son was new to the childcare business and that she would be a resource and mentor for her son. Mrs. Real informed the department that she has been a provider since Brian was very young. LPM informed Brian that while his mother could be a great resource, he should always contact his assigned LPA with any questions or concerns to ensure he receives accurate information. In situations where his assigned LPA may not be informed, the LPA will elevate the concern to the LPM for further evaluation. LPM Neal informed that LPA McGee is temporarily assigned to his application for licensure purposes only and his facility will be reassigned to LPA Miriam Cohen. PAGE 1 Ana Real stated that her sister-in-law and niece will be new residents and moving into the home in approximately 30 days. LPM Neal informed both attendees that an updated LIC 279 will be required along with a TB clearance and criminal record clearance, LIC 508 and active CPR/First Aid requirements should they be supervising children in the absence of the licensee. LPM Neal inquired if children enrolled at Ana\342\200\231s facility and her daughter Diana\342\200\231s facility would be enrolled at Brian\342\200\231s facility? Mrs. Real stated the following: She will care for infants, Diana will care for toddlers/preschool age children i.e. 2,3,4 years old and older children ages i.e. 6,7,8 will enroll in Brian\342\200\231s facility. Ana also stated that a few of her assistants will rotate over to Brian\342\200\231s facility. Ana stated those assistants have been employed with her for several years and are experienced and have active criminal record clearances on file. LPM Neal informed attendees that staff will need to have personnel files at the facility and all children that plan to come over to Brian\342\200\231s facility will require new children\342\200\231s records on file, additionally if at anytime children will be actively enrolled in care at one or more of the Real facilities children\342\200\231s records must be on file. LPM inquired if the operation hours and email had changed since submission of the LIC 279? Brian verified the childcare hours as 5 days a week 6:30am to 7:00pm and based on parent\342\200\231s needs. LPM recommended that the applicant create a contract for the parents to sign that will include policies and procedures as well as COVID-19 polices and procedures. LPM confirmed email address as bdaycare283@gmail.com Applicant also stated that he resigned from his job in December 2021. LPM asked applicant if he was familiar with the 80/20 rule? Applicant was informed as a licensee he is to adhere to the 80/20 rule meaning that 80% of the time he is expected to be at the FCC and allowed 20% to be away. Applicant was informed as the licensee he is responsible for the daily operations of the daycare. Applicant was reminded that any occurrence out of the unusual, he is required to report to the department i.e. injuries and COVID-19 positives. Applicant was informed in the event that he is at not at fault i.e. an assistant is at fault the licensee is held accountable and responsible. Applicant was informed to report any unusual incidents (LIC 624) to the department via phone and written within 7 days. PAGE 2 Family Child Care Home \342\200\223 Your responsibility as a licensee as outlined in Title 22 section 102417(a). LPM Neal reminded applicant of the following according to Title 22 \342\200\223 The licensee shall be present in the home and shall ensure that children in care are always supervised. When circumstances require the licensee to be temporarily absent from the home, the licensee shall arrange for a substitute adult to care for and supervise the children during his/her absence. Temporary absences shall not exceed 20 percent of the hours that the facility is providing care per day. Applicant was reminded as a licensee it is his primary responsibility to ensure the day to day operation of the Family Child Care Home. Brian Real stated he understood the expectations and willing to comply. LPA McGee will email video resources to applicant. The meeting adjourned. PAGE 3
