What the inspector wrote

On 02/13/2025, Licensing Program Analyst (LPA) Doris Whitmore conducted an announced inspection with applicant Hagar Posternak for the purpose of a pre-licensing inspection. The purpose of this inspection is to ensure the standards for a Family Childcare Home are being met in accordance with California Title 22 Regulations and California Health and Safety Codes. Before conducting Pre- Licensing Inspection. LPA Whitmore asked applicant to show a picture ID. Picture ID was shown which was a California ID. The applicant is applying for a large childcare license with a max of 14. Applicant guided LPA on a tour of the home inside and outdoors. On the application operation hours are Monday- Friday 8:00a.m. to 4:00p.m. On the application ages to be served are 18 months to age 5. At the time of the Pre- Licensing, Applicant stated that she wanted to change the ages of the children to 3\342\200\2235-year-olds. LPA Whitmore explained to the applicant that she will need to complete another Application for a family Childcare Home License. Applicant stated that she will complete another application. Applicant will provide breakfast, lunch, and snack, Applicant was informed that any changes to ages, hours, days of operation shall be submitted to the department for approval prior. The areas identified on the facility sketch were inspected. This is a one-story home that consists of 4 bedrooms, 3 full bathrooms, kitchen, livingroom, dining room and backyard. One bedroom is used as an office. The other bedroom is used as the day care. According to the facility sketch, all areas of the home will be off-limits except the areas that are accessible to the children are as follows: 1 bedroom, 1 bathroom, and backyard. The off- limits areas are as follows: 3bedroom, 2 bathrooms, kitchen, livingroom, dining room.The home was inspected for safety, comfort, cleanliness, telephone services, heating ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children in care. LPA Whitmore observed in the front yard a round table that consisted of 10 small blue chairs with a brown table. LPA Whitmore also observed a wooden bench and Life time kids dome climber in the front yard. The parents will come to the front gate. To enter the property there is a latch that is on the top of the gate. Once the parents enter, the parents will walk to the left. To the left is a door. Once the door is opened is where the day care will be, which is one of the bedrooms.LPA Whitmore observed on the wall as the parent board The Emergency Disaster Plan, Facility Sketch, Earthquake Preparedness, Notification of Parents Rights, Emergency Drills, California Car Seat Law Changes. LPA Whitmore observed cubbies for the children belongings. On top of the cubbies were wooden sensory items. There was one blue rectangle table with six blue chairs. There was one white art shelf that was mounted to the wall. The white shelf consists of paint brushes, colored pencils, glue, pencil sharpener, construction paper, and water paint. Next to the white shelf was a basket for games. Other items that were observed were books, play kitchen set, wooden blocks, different manipulatives, colorful magnets, trains, and plastic animals. In the day care there is a long cabinet with a sink. Under the cabinet are drawers and cabinets with child safety locks on them. In the cabinets and drawers are art materials and lesson plan materials. There is a bathroom that the children will be using. In the bathroom there is toilet, shower, trash can. In the cabinets was only toilet paper. LPA Whitmore observed a Fire Extinguisher which was a 3- A:40B: C. Fully stocked First Aid Kit. The carbon monoxide and smoke detector were tested and working properly. LPA Whitmore did not observe any bodies of water or pets in the home. LPA Whitmore asked the applicant if the neighbors had any bodies of water. Applicant responded and said no. There are no weapons in the home, per the applicant. LPA Whitmore did not observe any weapons. LPA Whitmore did share with the Applicant regarding the New Regulations for the Pool even though she does not have a pool. LPA Whitmore did share with the applicant that if she decides to get a swimming pool to notify the office and her LPA. When leaving the day care there are two steps and a white door that will be locked. To the right there is one of the bedrooms that are used for an office. LPA Whitmore observed a desk, computer, and printer. To the left is another bedroom for applicants\342\200\231 children. LPA Whitmore observed a closet, two beds, drawers, and shelf with many books. Next to the children\342\200\231s bedroom is the applicants Master Bedroom, LPA Whitmore observed a closet, drawer, dresser, and a bed. Next to the Master\342\200\231s Bedroom is a bathroom that consists of a sink, toilet, and shower. Once you leave the bathroom and make a left is the living room. The living room consist of a couch, a small wooden table, large wooden table with the television on top. There is a door that leads to the backyard. In the livingroom there is another bathroom that consist of sink, toilet, and shower. Directly in the living room is the dining room which consists of a long wooden table with 3 three green plants on the top. Next to the table on the floor is a big green plant, Next to the dining room is the kitchen. The kitchen consists of a trash can, refrigerator, stove, sink and cabinets. The back yard consists of 4 chairs, a wooden bench, a sandbox that was covered, Play structure. LPA Whitmore did shake the play structure to make sure that it would not move. The play structure was sturdy. There were four colorful hula hoops. Applicants was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Childcare Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. The applicant's provided proof of control of property. Because the [applicant, rents/leases the home, proof of landlord notification is required. The LPA observed the Property/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149). Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Entrance Checklist was provided to the applicant. LPA discussed the safe sleep regulations with [applicant, and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep , as an additional resource LPA also informed the applicant importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care- licensing/subscribe and select the Child Care option to receive email communication. LPA Whitmore did take another look at the backyard and noticed that there is a a black gate with a lock on the top. This is on the side of the house. On the side is used for storage. LPA Whitmore observed tables, wood, and chairs. Also, there is a AC Unit in the backyard that is covered. Exit interview was conducted with Hagar Posternak and report was reviewed. License will be issued upon Licensing Program Manager approval.
