What the inspector wrote

On 3/4/24, beginning at 8:15 AM, Licensing Program Analysts (LPA) Elicia Calvillo conducted an unannounced 3 Year Annual and Capacity Increase inspections at 18703 Lemarsh Street, Northridge, CA 91324. The purpose of the inspection was to ensure that the health, safety, and personal rights as required by Title 22 Regulations governing California Family Child Care Homes will be met by the licensee. Licensee is applying for a large Family Child Care Home, anticipating caring for 14 children from ages infant to 12 years of age. The current hours of operation are Monday through Friday 8:00 am \342\200\223 6:00 pm. LPA met with Licensee Nune Poghosyan, who guided LPA on a tour of the inside and outside of the home. There were 00 children and 3 adults present during the inspection. Because the licensee rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (UC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (UC 9149). As drawn on the facility sketch and observed during the tour. This is a two-story dwelling, first floor includes studio, small kitchen, living room, dining room, kitchen, bathroom, laundry area and the second floor includes 5 bedrooms, 2 bathrooms. The outdoor area includes a fenced play area and fenced pool. LPA observed the following inside areas will be used for child care: The children\342\200\231s area is a studio (converted garage) inside is small kitchen (sink and refrigerator), this area will be used for child care activities, eating, and sleeping. Toys and play items are safe, clean, and appropriate for the ages of the children. There are 8 cots, bed linens, and each child has a storage closet for their items. There is are 2 tables and 8 chairs. Electrical outlets have safety covers installed. There is a fire alarm and carbon monoxide detector in the area and is in working condition and tests was conducted. Page 1 of 3 The restroom used for child care is in the hallway outside the children\342\200\231s area. The vanity cabinet is secured with a child proof latch. Electrical outlets have safety covers installed. The back yard can be accessed from kitchen sliding door and through child care area (studio), which will remain locked. Play area accessible to children is fenced. Outdoor toys and play items are safe and appropriate for the ages of the children. There is a fenced pool. Licensee, Nune Poghosyan on the LIC 809 report that the fencing will remain in place whenever licensed care is provided, and so long as the mesh fence makes the swimming pool inaccessible to children as determined by licensing staff. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https:// www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and \302\255 resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at http://www.cpsc.gov and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Page 2 of 3 During the exit interview, the Licensee, Nune Poghosyan confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. LPA advise the licensee to include a child proof door knob or a child gate to block the kitchen door access near the bathroom used by the children in care.
