What the inspector wrote
On 01/04/2024, Licensing Program Analyst (LPA) Lisa Clayton conducted a Case Management - Licensee Initiated inspection for a Capacity Increase. LPA Clayton met with Licensee Patricia Villa and her fingerprint cleared assistant/daughter Monica Espinoza. LPA Clayton observed 7 children being cared for and supervised appropriately. Hours of operation are Monday through Friday 8:00am to 5:00pm. Licensee provides am/pm snacks and water.
The home was inspected inside and out for safety, comfort, cleanliness, heating and ventilation. LPA observed age-appropriate safe toys and furnishings inside and outside.
The Licensee was reminded that an assistant is needed with a large family childcare home, and whenever an assistant is not present, the licensee will comply with the capacity requirements for a small family childcare home.
Areas on the facility sketch were inspected. The single-family home consists of the following: 3 bedrooms, 2 bathrooms, living room, dining room, kitchen, detached garage, and fenced back yard.
The on-limit areas are as follows:
the living room (daycare room), dining room, bathroom #1, bedroom #1 (play area), bedroom #3 (napping area), concrete area of the fenced backyard.
The Off-limit areas are as follows:
kitchen, bedroom #2 and bathroom #2, driveway, deck and grass areas of the fenced backyard all of which are inaccessible to children by locked doors, child safety gates, gates and visual supervision.
Bathrooms have locked drawers and cabinets. Showers are empty of household items. The living room has a screened fireplace, making it inaccessible to children.
Per the licensee, there are no firearms in the home. Any detergents, cleaning compounds, medication, poisons and other hazardous items are made inaccessible to children.
LPA Clayton observed a working smoke detector in bedroom 2, a working smoke detector/carbon monoxide combo in the hallway, and a fully charged 2A10BC fire extinguisher in the kitchen. A Fire Clearance by the LACFPB was granted on 10/03/2023.
Licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children. Capacity as specified on the license is being maintained.
A review of records indicates that both Licensees and her assistants Mandated Reporter Training and CPR/First Aid certificates are current, and both are in compliance with the immunization law which pertains to day care providers.
LPA Clayton reminded licensee that CPR/First Aid and Mandated Reporter Training are to be renewed every 2 years. Licensee will forward copies of the renewed certificates upon receipt.
Children\342\200\231s, employees and Facility files were reviewed and are current with all required documents. The facility roster was observed to be current and complete.
California Law requires Family Child Care Home Licensees to
report unusual incidents
or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. Roster of the children must be properly maintained, and fire/disaster drill every six months must be documented. Please report Telephone number changes and/or if you move from home.
LPA reminded Licensee of the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted.
Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resources. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletter and other important information communication platform.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&R) throughout California.
During the exit interview, Licensee Patricia Villa confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Licensee or her assistant will forward LPA Clayton a picture of an updated Parent Board no later than 01/11/2024.
Licensee to place a carbon monoxide detector in the dining room and send LPA Clayton a picture.
Based on today\342\200\231s inspection, this home is recommended for Capacity Increase pending manager approval.
No deficiencies were cited today, Per Title 22, Division 12, Chapter 3, of the California Code of Regulations.
An exit interview was conducted, a copy of this report was read and provided to Licensee Patricia Villa. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit was provided and required to be posted for 30 days.
