What the inspector wrote

On 8/16/2023 Licensing Program Analyst (LPA) Judy Laureano conducted an announced inspection with Ruth Flores Lopez for the purpose of a pre licensing inspection of an increase of capacity of 8825 Colbath Avenue, Panorama City, CA 91402. The purpose of this inspection is to ensure the standards for a Family Child Care Home are being met in accordance with California Tittle 22 Regulations and California Health and Safety Codes. Present during today’s inspection was licensee only. Inspection was conducted in Spanish. Per the application, at this time, the ages the applicant wishes to provide services for are children birth to 13 years old, Monday- Sunday from 6:00 am to 5:00 a.m. Applicant is available to care for children seven days a week and home is available for care 24 hours (7 days/23 hours a day) Facility has been licensed for a Small Family Child Care Home with a max capacity of 8 as of 7/22/2022. Applicant currently has children attending care from 4:30 p.m. to 12:30 a.m. Provider is available for overnight care and weekend care. Fire clearance was received and completed by inspector Mark Siddens on 2/16/2023. Applicant was informed that any changes to ages, hours and days of operation shall be submitted to the department for approval prior to initiation of changes. Applicant is applying for a Large Family Child Care License with a max capacity of 14. Copy of deed is on file. Applicant owns the property. Living in the home is applicant only. LPA toured the home inside and outside. The facility is a single family home with 2 bedrooms, 1 bathroom, a living room, dining room, kitchen area, covered patio and back yard. LPA observed a detached garage in the home that is designated as OFF LIMITS to the children in care. Page 2 Parents will access the home through the front of the house. Once you enter the home you are led to the living room and dining room area. LPA observed two adult size couches and a mounted television set. LPA observed chidlren’s cubbies, children size chairs and tables. LPA observed a parent board next to the mounted television. Board was observed with all the necessary postings. LPA observed age appropriate toys and materials. Applicant confirmed that children will eat in the dining room area and nap in the living room area. Next to the living room, LPA observed a small hallway that leads to the bedrooms and bathroom. LPA observed linen cabinet to have a safety latch; cabinet is use to store additional day care materials. Bedroom 1 is designated as OFF LIMITS to the children in care; safety door knob cover was observed. Bedroom 2 designated as day care space was observed to have a variety of age appropriate materials. Applicant confirmed children will use the additional space for activities. LPA observed napping cots and foldable cribs in the space. The bathroom that children use was observed next to bedroom 2. A toilet, sink and shower were observed. All cabinets were observed to have safety latches making any content stored under the sink, inaccessible to the children in care. Shampoo and toiletries were observed in the top cabinet over the sink; cabinet was observed with a safety latch. Dining room was observed to have a small adult dining room table with two chairs. Next to the dining room area, LPA observed a safety gate outside the kitchen, making the kitchen inaccessible to the children in care. Kitchen was observed and inspected. Kitchen is used as a walk way to access the back yard. LPA observed stove and all kitchen cabinets were observed to have safety latches. Refrigerator, stove and counter space were observed and inspected. Knives and sharp objects were observed in the top cabinet- inaccessible to the children in care. Under the sink cabinet was observed with a safety latch, making the content inaccessible to the children in care. LPA observed a mounted fire extinguisher in the kitchen area. LPA discussed the importance of having policies in place to ensure that all who help with care and supervision are aware of any dietary restrictions and/or allergies. LPA also encouraged applicants to contact their local Resource and Referral agency, CCRC, to inquiry about any food programs. Page 3 LPA observed smoke detectors in bedroom 2/day care room, hallway and kitchen area. Fire alarm pull station was observed next to the parent board in the living room. The outdoor area was inspected and observed. LPA observed a covered patio where children are able to play. LPA observed tables and chairs and age appropriate outdoor toys. The backyard is gated in two section. LPA observed to small pugs- Nuca and Jacky, with current vaccination record outside in their enclosed area. Applicant confirmed that dogs remain in the back yard in their gated area away from the children. LPA discussed the importance of making sure that families are aware of the pets in the home. The following area are designated as OFF LIMITS: 1. Bedroom 1- door will remain closed with a door knob cover during hours of operations. 2. Kitchen area- used as a walkway to access the backyard- safety gate will remain 3. Detached garage- locked and off limits to the children in care. No corrections were needed during today’s inspections. Exit interview was conducted with applicant Ruth Flores Lopez. The licensing determination of this application will be reviewed with Licensing Program Manager for final resolution. Applicants was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. The applicant provided proof of control of property. This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP . Entrance Checklist was provided to the applicant. PIN 22-05-CCP Page Eight LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
