What the inspector wrote

On January 26, 2024 at 08:20 A.M., Licensing Program Analyst (LPA) Brittanee Cleveland and Licensing Program Manager (LPM) Raul Navarro arrived at facility, Galostian Family Child Care, to conduct a unannounced annual inspection to ensure the health, safety, and personal rights as required by Title 22 Regulations and Health and Safety Code governing California Child Care Facilities will be met. Licensee submitted application for a capacity increase, which is the purpose of inspection. Licensee qualifies for a capacity increase due to being licensed for over a year. A fire clearance was approved on January 05, 2024. After identifying self, LPA was met by Karineh Galostian, Licensee, and provided a copy of the Entrance Checklist. LPA was guided on a tour of facility by Licensee. Upon arrival, LPA observed four students. Per Licensee, hours of operation is Monday to Friday 7:30 A.M. to 8:30 P.M. All areas identified on the Facility Sketch were inspected. Areas used by the children include the den/childcare area, living room, bathroom, and backyard. Per licensee, areas off limits to children in care include the three bedrooms, one bathroom, dining area, kitchen, front yard and garage. Criminal record clearance was verified by records given to LPA and LPM. While conducting the tour, Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Licensee informed LPA and LPM that the living room space is the sleeping area for children. Each child has a name tag on cots and all blankets are washed weekly. There is a playroom near kitchen that is secured by a mesh gate to prevent access to the kitchen. All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. Trash cans used to discard food have tight fitting lids or solid waste bags shall be discarded immediately after each meal. All electrical outlets are covered. All doorknobs are covered by protectors. --- Page 1 While touring backyard play area there were no visible signs of a hazardous environments. All equipment was age appropriate and appears in good care. LPA and LPM observed a side gate that was locked and secured. LPA and LPM observed a small gate to keep barbecue grill inaccessible to children. All floors were observed to be clean and safe. Per Licensee, there are no firearms stored on the premises. LPAs did not observe pools or bodies of water at the facility. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, Karineh Galostian, Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Licensee appears to have been in compliance with Title 22. Capacity increase is contingent upon LPM review. A notice of site visit was given and must remain posted for 30 days.
