What the inspector wrote

On 8/24/2022 Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to Little Stars Learn and Play Center LLC. LPA met with Asma Siddiqui (applicant) who provided a tour of the facility. The applicant is requesting a preschool license with a toddler option. The applicant is requesting a capacity of 32 preschoolers, ages 2 years \342\200\223 until entry into first grade; and 12 toddlers: ages 18 \342\200\223 36 months. The facility is a single story converted home with 5 classrooms dedicated to day care activity; room 2 will be used for toddler children and rooms 1,3,4 and 5 will be used for pre-school. The following was observed of the: INDOOR ACTIVITY SPACE Fire extinguishers were 2AB10C or larger. Carbon monoxide detectors were observed in operable condition A first aid kit were available with the required essentials: scissors, bandages, tweezers, thermometer and antiseptic Age appropriate equipment was observed in good repair Drinking water will be provided through filtered water pitchers The facility has barricaded heaters for heating, windows and fan for cooling.Windows were in good repair free of chipping paint, dirt, insects or debris Adequate lighting was observed The classrooms were clean in good repair Trash cans used for solid waste were observed with tight fitting lids Applicant shall place a locking mechanism on the kitchen cabinet containing disinfectants, cleaning solution and other toxins or poisons The office and the staff restroom will be used for isolation of ill children The facility was equipped with a working telephone Parents and authorized adults will sign in and out children using the their original signatures. Sign in sheets shall be maintained for a 30 days. The required postings were also posted in a common area for parents and visitors review Measurements for the indoor activity space was 264.11 divided by 35 SQ. FT. per child = 7 toddler children and 1077.30 = 30 preschool children FOOD SERVICE: Meals will be provided by parents or authorized representative and snacks will be provided by the center. Weekly menus shall be posted for review. Children will eat in their respective classrooms. LPA observed a full kitchen that was inaccessible to children in care, the kitchen was clean refrigeration and storage for foods were observed. Applicant shall provide a thermostat for the refrigerator. Center has devised an Incidental Medical Service plan to provide to parents of children with allergies (epi-pen), asthmatic (inhalers), and children needing G-tube feeding RESTROOMS THERE WERE: 4 toilets = 1 toilet per 15 children for a total of 60 children and a changing table in the toddler rest room 4 sinks = 1 sink per 15 children for a total of 60 children. Faucets delivered warm and cold water Toilets and sinks were age appropriate The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair. LPA observed 1 toilet that was not in operable condition, applicant shall provide proof of repairs OUTDOOR ACTIVITY SPACE Age appropriate toys and equipment were observed in fair condition. The play yard is located in the back yard gated with a 4 inch or higher gate. Children will not utilize the front yard. LPA advised applicant to devise a plan to ensure the elevated brick surrounding the gate and protruding water pipes on the side of the centers outdoor activity area, does not become a hazardous condition to children in care. Applicant shall also repair the water meter box . LPA observed trees for shade and benches for resting. Filtered water pitchers shall be available for an outdoor water source. Measurements for the outdoor activity area were 2542.96 divided by 75 sq. ft. per child for capacity total of 33 children. Applicant is requesting a waiver for shared out door space, and to use an alternating schedule to accommodate the indoor capacity Based on today\342\200\231s inspection the facility shall be recommended for a capacity of 7 toddlers and 30 preschool children for a total capacity of 37 determined by the indoor square footage To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Exit interview conducted and report was reviewed with the facility representative Asma Siddiqui.
