Correction check·June 2, 2026

On 06/02/2026, Licensing Program Analyst (LPA) Cristina Castellanos conducted an unannounced Plan of Correction (POC) inspection at the above-referenced child care center to verify compliance with California Code of Regulations, Title 22, and applicable Health and Safety Codes. LPA met with Licensee Zoila Norwood and explained the purpose of the visit. A tour of the facility was conducted. LPA observed forty-four (44) children in care with nineteen (19) staff members providing care and supervision. On 03/23/2026, the facility was cited for violating the following regulation: CCR, Title 22, Section 101231 - Smoking Prohibition Health and Safety Code (HSC) §1596.795(b) prohibits smoking on the premises of a child care center. The requirement was not met, resulting in a citation issued to the Licensee. On 04/03/2026, Licensee Zoila Norwood submitted proof of correction to LPA Castellanos via email. Documentation included staff training records and signed acknowledgments. Per the Licensee, the following corrective actions were implemented to ensure full and ongoing compliance with Title 22 and HSC §1596.795: · Mandatory Staff Workshop · Policy Updates & Staff Acknowledgment · New Hire Integration - A revised New Employment Package now places the “No Vaping/No Smoking” policy on the front page to ensure awareness prior to the first day of employment. · Facility Signage · Camera Installation in Staff Lounge - A camera was installed in the teacher lounge to support monitoring and compliance oversight. During today’s inspection: LPA reviewed all proof-of-correction documents submitted by the Licensee and conducted a physical inspection of the facility, including staff areas and posted signage. The facility was found to be in compliance with Title 22 and Health & Safety Code requirements related to the previously cited violation. No citations were issued during today’s POC inspection. An exit interview was conducted. A copy of this report (LIC 809) and the Notice of Site Visit were provided to Licensee Zoila Norwood. Page 2
