What the inspector wrote

On 02/19/2026, Licensing Program Analyst (LPA) Adrian Risher conducted an unannounced case management inspection regarding the unusual incident reported on 01/27/2026. LPA provided the purpose of the visit and met with Jessica Ghobrial, Director. LPA observed 29 children with 5 staff present in the facility. On 01/27/2026, the facility reported an unusual incident involving Personal Rights. On 02/19/2026, LPA conducted interviews with facility staff. LPA received pertinent documents from the facility related to the incident. Based on interviews and observations, the information was not verifiable. There was insufficient evidence to determine that a Personal Rights violation occurred. No deficiencies will be cited today. An exit interview was conducted and a copy of this report along with the Notice of Site Visit were provided to Jessica Ghobrial, Director.
