What the inspector wrote

On 03/27/2026, Licensing Program Analyst (LPA) Adrian Risher conducted an unannounced Annual Inspection for the preschool license. LPA met with Director Jessica Ghobrial , and toured the facility indoors and outdoors. The days and hours of operation are 8am to 4:30pm Monday to Friday. LPA observed 32 children with 4 staff. LPA confirmed the facility phone number:424 333 9950 ext 4220. The preschool is located on the campus of Hermosa View Elementary. The children were being properly supervised in the classrooms and in the outside play area. The facility has 3 classrooms( Rooms 222, 223, 224). Director stated the preschool currently utilizes room 222 and 223. Room 224 is not in use by the preschool at this time. LPA observed designated cubbies in each classroom. LPA observed age appropriate equipment in each classroom. The furniture and equipment are in good condition. Cots are being used for napping. The isolation area is in the nurses' office which is located in the main office of the school. LPA observed proper sign in/out documentation on the Procare app. LPA inspected the bathrooms located in the classroom and the hallway. Each classroom has 1 sink and 1 toilet that are operating properly. There is one boys bathroom and one girls bathroom located in the hallway next to the classrooms. The boys bathroom has 2 toilets, 2 urinals and 2 sinks. The girls bathroom has 3 toilets and 2 sinks. Director stated the elementary provides 1 morning snack for the students. Parents provide the child's lunch each day or they can purchase a lunch from the school for a monthly fee. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. All poisons are kept in a locked storage area. Cleaning supplies are stored in a locked cabinet in each classroom. Medication is stored in the nurses office which is located in the main office. LPA observed at least one carbon monoxide detectors and smoke detectors during inspection. LPA observed fire extinguishers throughout the facility. Each classroom has first aid kits and thermometers. Drinking water is available both indoors and outdoors. LPA observed age-appropriate play equipment in the outside play area. There is no swimming pool or other bodies of water on the premises. The outside play area is safe and in good condition. The outside play area is on the blacktop or the preschool's designated area called the Dolphin Cove. LPA observed a play apparatus, toys and equipment. LPA completed file reviews for children and staff. Children and staff files were complete. LPA observed more than one staff with current cpr and pediatric first aid certification. Menus are posted at least one week in advance where an authorized representative can view them and on the school's website. LPA reviewed disaster and fire drill logs which were current. No deficiencies are cited today . Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16 . For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 ( PIN 21-21.1-CCP .). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP . LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ) LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
