What the inspector wrote

On 09/25/2023, Licensing Program Analyst (LPA), Adrian Risher conducted a pre-licensing inspection for a family child care home . LPA met with applicant Shona Kempter and toured the facility. The applicant is the only individual present at the time of the inspection. LPA did not observe any children present. The home is clean, orderly and comfortable. All adults in the home have been fingerprinted and associated to the facility. The hours of operation will be 9am to 2:30pm Monday thru Friday. Applicant is requesting to have a family child care home with a capacity of 14. The fire clearance was granted Nbyoah Piechowshi on 08/09/2023. The single family home has 4 bedrooms and 2 bathrooms. The daycare will consist of Bedroom 3, Bedroom 4 and Bathroom 2. These areas were inspected by LPA. The other bedrooms and rooms are considered off-limits and inaccessible. Applicant stated primary care will take place outside. Bedroom 3 will be used as a playroom. Bedroom 4(den) will be used as a playroom. Applicant stated the children will not be napping at the daycare. LPA did not observe any napping equipment. The parents will enter the home from the side gate to the left of the front door. The side gate leads to the outside play area in the backyard. Bedroom 3 and the couch located in the outside play area will be used as the isolation areas for ill children. Applicant is renting the home. Applicant provided property owner/landlord consent form with the application. LPA inspected the bathroom and did not observe any medications or poisons that could pose a potential risk to children in care. The kitchen was inspected during the visit. LPA did not observe any knives or sharp objects, detergents or cleaning supplies that would pose a potential risk to children in care. These items were made inaccessible to the children. The outside play area is located in the backyard. The outside play area is fenced all around. LPA did not observe any bodies of water. LPA observed a charged fire extinguisher (2-A:10-B:C). LPA tested the smoke detector and carbon monoxide detector. Applicant has a first aid kit which includes band aids and a thermometer. Applicant will use space heaters to keep the home warm. Applicant has ceiling fans and portable fans to keep the house cool. Per the applicant, there are no firearms on the premises. Applicant reports that there are no pets in the home. Applicant has current CPR, first aid, health and safety which expires 04/2025. Applicant provided copies of immunization records and mandated reporter training has been reviewed and completed. These documents were provided with the application. The parent board will be posted for parents to view required information such as the license, parent's rights poster, personal rights, and emergency disaster plan. A copy of the children's roster will be kept accessible. No corrections are needed. A license to operate a Large Family child care home will be issued following final administrative review. No license will be issued today 09/25/2023. Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. The applicant provided proof of control of property. Because the applicant rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149). Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA reviewed with applicant the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant. PIN 22-05-CCP Page Eight LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. On this date, 04/05/2023, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
