What the inspector wrote

On 8/24/2023 Licensing Program Analyst (LPA) Jillinda Chandler and Laticia Thompson made an announced visit to the Leap and Bound Academy for the purpose of conducting a Pre-Licensing inspection, the applicant is requesting an Infant component to be added to an existing preschool (197413526 ). The applicant is requesting a capacity of 12 infants, ages 0-24 months. LPAs were provided a tour of the school by Erin Tamashiro. The school is a two story building, infant care will be conducted on the lower level across from the entry and preschool classroom. There is an approved fire clearance conducted by Inspector Scott Mahoney. Parents will enter the day care from the parking lot of the school, and parents shall escort children to the infant room. INDOOR ACTIVITY SPACE Fire extinguishers were 2A10BC classification and were last inspected on 9/6/2022 Carbon monoxide detectors were operable and observed in the preschool classroom. First aid kits were available with the required essentials: scissors, bandages, tweezers, and thermometer, First aid kits were in the need of renewing. The classrooms were in fair repair Age appropriate furniture and equipment was observed in fair repair, Toys and equipment were in the need of cleaning Drinking water will be provided through filtered water pitchers The school uses mounted ceiling heaters for heating, and fans will be used for cooling. Windows were in good repair free of chipping paint, dirt, insects or debris. Adequate lighting was observed. Applicant shall to add a locking devise to the staff restroom located in the infant room and an alerting devise on the exit door. Trash cans used for solid waste were observed with tight fitting lids Disinfectants and cleaning solution and other toxins or poisons were made inaccessible to children. The director office and the staff restroom upstairs will be used for isolation of ill children. Applicant was advise that there shall be a standard crib or a portable crib in this area for infants incapable of sleeping on a mat. The facility was equipped with a working telephone. The required postings were also posted in a prominent area for parents and visitors review. The Crib area is enclosed by a low partitioned wall, LPAs observed 5 standard sized cribs, no drop down sides were observed. Applicant was advised that the rug inside the napping area needs cleaning and the blanket in the classroom on the floor shall be remove as it promotes a tripping hazard. Parents and authorized adults will sign children in and out, using an electronic device (Pro Care). Applicant was made aware that sign in sheets shall be retained for a minimum of one month and made readily available for review upon request by any department representative. Measurements for the indoor activity space was 464.90 divided by 35 SQ. FT. per child = 13 infant children FOOD SERVICE: LPAs observed low feeding/activity tables and low lunch tables for feeding. Children will eat in there prospective classrooms. Lunches and snacks will be provided by the school. Meals are prepared at the schools Hawthorne location and delivered to the school. There is a kitchen upstairs that is use by staff only. Weekly menus were posted for review. LPA observed a refrigerator for foods and formulas. Applicant shall provide a thermostat for the refrigerator. Center has devised an Incidental Medical Service plan to provide to parents of children with allergies (epi-pen), asthmatic (inhalers), diabetic injections and children needing G-tube feeding THERE WERE: 2 toilets = 1 toilet per 15 children for a total of 30 children 2 sinks = 1 sink per 15 children for a total of 30 children Toilets and sinks were standard sized, Applicant shall provide broad based stools to assist children in toileting. The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair. OUTDOOR ACTIVITY SPACE Age appropriate toys and equipment were observed in fair condition. The outdoor activity space was enclosed with a 4 feet or higher gate, the gate needs to have privacy screening added to prevent public access to children in care . Applicant shall devise a plan to separate the infant outdoor activity space Matting was observed for cushioning, matting shall be made secure to prevent tripping hazards. Water sprouts shall be made inaccessible to children in care The trash can barrier shall be made higher to prevent splintering Water pitchers will be made available for an outdoor water source LPA did not observe shading during todays inspection. A small bench was observed for resting. Measurements for the outdoor activity area were 805.06 divided by 75 sq. ft. per child for capacity total of 10 infant children. Applicant is requesting a waiver of the outdoor capacity space. To accommodate the requested indoor capacity Based on today\342\200\231s inspection the facility shall be recommended for a capacity of 12 children determined by the applicants requested capacity, pending approval of the waiver and the following corrections. First aid kits were in the need of renewing. Applicant shall provide a thermostat for the refrigerator. applicant shall provide broad based stools matting shall be made secure to prevent tripping hazards. Applicant was advised that the rug inside the napping area needs cleaning and the cover shall be remove as it promotes a tripping hazard. Applicant shall provide a thermostat for the refrigerator. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP . A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with applicant the LIC 311A, Records to Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California Exit interview conducted and report was reviewed with the representative ErinTamashiro Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
