What the inspector wrote

On 8/6/2024 Licensing Program Analyst (LPA) Jillinda Chandler made an announced inspection of The Learning Experience, located at 21321 Hawthorne Blvd., Torrance, CA. 90503 for the purpose of conducting a Pre-licensing/Change of Ownership, the new owners are Torrance CA Learning, Inc.. The center shall be converted to a one license facility, previous licenses were #197494605 and 197494606. The applicant is requesting an increased capacity of 180 children; 32 infants ages 0-2 years and 148 preschool ages 2- until entry into 1st grade. There is an approved fire clearance on file conducted on 2/28/2024 by inspector Scott Krieger of the Torrance Fire Department, Fire Prevention Unit. LPA met with Demi Lara (director) and Carrie Escobedo (Regional Manager) and a tour of the facility was conducted. There are no physical changes to the center and daycare operations will remain in place. Days and hours are Monday - Friday / 6:30 a.m. - 6:30 p.m. All rooms were inspected and measured according to the provided facility sketch, and the following was observed: Rooms: 105,108,113,117,121,123,130, and 133 shall be dedicated to the preschool with measurements of 1265.01; which will not accommodate the requested capacity. Rooms: 125, 127 and 135 shall be dedicated to the infant program, with measurements of 1265.01; which will accommodate the requested capacity. Classrooms were clean in good condition with no Health and Safety concerns. The outdoor activity areas shall remain the same as recorded by LPA Jillinda Chandler on 8/28/2020 Infant Yard measurements were recorded as 238.50 for a total of 31 infants, which will not accommodate the requested indoor capacity. Preschool measurements were recorded as 10905.44 which will accommodate the requested indoor capacity. There were a total of 25 sinks and 11 toilets, changing tables were observed with in arms reach of sinks. The restrooms were clean and provided the necessary toileting supplies. LPA observed broad based stools to assist children when using standard sized fixtures. LPA recommends that "Grown Up" rooms (2 adult restrooms) be made inaccessible to children in care. The LIC. 200A rev. 8/23, be revised to state " entry into first grade" instead of 2 - 6 years for preschool. Based on todays observations and measurements the center shall be recommended for a capacity of; 31 infants determined by the outdoor capacity, and 133 preschool children determined by the indoor measurements.
