What the inspector wrote

On 04/6/2026 at 1:00p.m. Licensing Program Analyst (LPA), Doris Whitmore conducted an unannounced Random/ Annual inspection. LPA met with Darlene Gardner, Director. LPA toured the facility inside and outside. At the time of the inspection there were 18 children in care and 6 Staff. LPA observed all posting requirements for operation on the posting board LIC 203A-License, LIC-9213-Notice of site visit, LIC 610 A-Emergency Disaster Plan, LIC 9148-Earthquake Preparedness Check List, PUB 394-Notification of parent’s rights poster, PUB 269- Child Car Seat Law, and Daily Activity Schedule, License. The Personal Rights Form was not posted. The form was printed out and posted on board. There is a waiver on file. LPA Whitmore informed the licensee that the waiver must be posted next to the license. Days of Operation are Monday- Friday from 6:00 a.m. to 7:00p.m. LPA inspected the furniture and equipment for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. Storage for children's belongings, isolation area was inspected. Children napping equipment is in good condition. Age-appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, paper towels, area safety and sanitation. All classrooms have trash can with tight lids, first aid supplies, smoke detectors; carbon monoxide/fire extinguishers were observed and tested. First aid kit was fully stocked with scissors, bandages, tweezers and a thermometer LPA and did not observe any weapons, ammunition, pets or bodies of water on premises. LPA Whitmore shared with Darlene Gardner the pool regulations. LPA reviewed the following: menus, diaper log, infant services plan, daily schedule, fire drill schedule & documentation. LPA also reviewed the 15-minute checks for infants. LPA observed the Fire Extinguisher 3 A 40 B: C. The facility serves breakfast and snacks. Lunch is delivered from an outside vendor Feeding their Future. An inspection and food supply storage areas was made. Food preparation area was toured for safety, cleanliness, adequately equipped and inaccessible to children in care. Food and snack items are properly stored. Outdoor area observed to be fenced. Infants have their own yard from the Preschool side. Bikes were observed in good condition. LPA observed other educational Play areas observed free of miscellaneous debris or hazards. Required shade and rest areas are provided, drinking water readily available and accessible to children. The restroom located at the end of the hall shall be dedicated to the infant program. Two changing table within arms reach of a sink were observed, the faucet in the infant restroom delivered warm water. There was padding with at least 3 inch sides. There was 1 toilet and 1 sink dedicated to the infant program. The sinks and toilets were standard size, the restroom located near the receptionist desk and the one located off the infant room shall be dedicated to the preschool, there were 2 toilets and 2 sinks. LPA observed wide based steps and potty rings to assist children when using these fixtures. Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 , requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and every 5-years after the date of the first test as specified in Health and Safety Code section 1597 . 16 . For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 ( PIN 21-21 . 1-CCP .). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP . CCC COMPLETED TESTING AND NO LEAD EXCEEDANCE LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and­ resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22- 02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. LPA Whitmore reviewed six staff files. All files were current with the Mandated Reporter Certificate. At least one or more staff have First Aid/ CPR.
