What the inspector wrote

On 04/16/2026, Licensing Program Analyst( LPA) Doris Whitmore, conducted a case management inspection to follow up on the Unususual Incident. LPA met with Darlene Gardner and informed the nature of the visit. At the time of the visit there were 10 children and 3 teachers. Description of Incident: The child is being potty trained and ( S1) was helping the student use the restroom and ( C1) said " I have to tell you something, but you can't say anything". Teacher ( S1) said "ok'. ( C1) said, " my brother touched my flower, but you can't tell anybody" ( the child pointed at her private area. They left the bathroom and teacher ( S1) reported what was said by the child to me ( Director). I told Mrs. Gardner(owner) and she told us to write a report, and call licensing. I called licensing on Friday April 3, 2026, was transferred to the Duty Worker, and left a message on her voicemail. No one ever called back. I called at 1:30p.m. and again at 4:23p.m. I called CPS and spoke to Milagros Garcia and gave the report. The child is a foster child living with her grandmother ( both and her twin brother). Garcia said that she would forward the report to the Social Worker. Both ( C1) and her twin brother both attend the CCC. Neither of them is at school as of right now. During the review of the incident LPA toured the facility, and conducted staff interviews .( C1) was absent on today. LPA reviewed ( C1)file. LPA obtained a copy of the Identification and Emergency Information Card. . Based on interviews, and file review , further investigation is needed.. Exit interview was conducted with the licensee Darlene Gardner , notice of Site Visit was given and posted for 30 days and report was read and reviewed.
