Inspector’s narrative

What the inspector wrote

On 09/25/2025 Licensing Program Analyst (LPA) Lisa Clayton arrived unannounced at the Launch Pad Learning Child Care Center to conduct a Case Management – Incident inspection, following up on a self-reported Unusual Incident that occurred on 09/15/2025. LPA Clayton was greeted by Director Telma Rojas. There were 15 children being supervised and cared for appropriately by 8 fingerprint cleared staff. DETAILS: Facility contacted the OD line to report that the parent named on the UIR is being disrespectful and verbally abusive to the staff and director. The parent was at the door just loitering this morning. Parent has been disrespectful and using a loud tone with staff, all in front of the children. Director stated she contacted the ESCRRO “the other day” to report the same parent’s disruptive behavior. Hawthorne PD arrived at facility to speak with the parent. Director stated the parent has received a letter notifying parent of not being able to be at the facility to do past disruptive behavior. Parent named on report contacted PD. Director called the OD line back at approximately 4:30 p.m. to provide an update. Officer Allison Badge #366 spoke to director and asked to speak with teacher in question. Parent stated to officer that S1 had hit child. Officer requested and viewed camera footage. After viewing the incident, officer Allison stated that he did not see teacher hit or inappropriately touch the child since child was dropped off. Officer Allison stated there is no case. Update: Per Director Telma, the student still attends the Child Care Center. Licensee Deidre Nordel had a conference meeting with mom to review the Parent Code of Conduct in the Parent handbook and parent expectations were discussed. Based on LPA’s interviews and observations, further investigation is required. An exit interview was conducted, the report was reviewed and provided to Director Telma. LPA Clayton posted a Notice of Site Visit which must remain posted for 30 days.
