What the inspector wrote

On 10/03/2024 Licensing Program Analysts (LPA\342\200\231s) Laticia Thompson and Doris Whitemore met with Krystal Wade, Director. The purpose of the visit was an unannounced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were no children present during this inspection. This is an application for a total capacity of 49; 9 toddlers ages 18-36 months and 40 preschooler ages 2years-entry into the 1 st grade. The Toddler program will operate Monday \342\200\223 Friday 7:30 a.m. \342\200\223 4:30 p.m. The Preschool program will operate Monday \342\200\223 Friday 7:30 a.m. \342\200\223 5:30 p.m. The fire clearance was approved on 09/19/2024. LPA\342\200\231s toured and measured the on-limits areas. The facility has a total of 3 classrooms. Preschool children will have access to 5 sinks and 4 toilets. Toddlers will have access to 2 toilets and 3 sinks. Classroom #3 is dedicated to the toddlers. Toddler Classroom measurements are : The Indoor total measurements contain a total of 592.50, which will accommodate Applicant\342\200\231s request for 9 Toddlers. Preschool Classroom measurements are : The Indoor total measurements contain a total of 1658.50, which will accommodate Applicant\342\200\231s request for 40 Preschool.. Outdoor Play measurements are: The outdoor activity space total measurements contain a total of 7,170.50 which will accommodate Applicant\342\200\231s request for 40 preschoolers and 9 Toddlers. Indoor/Children\342\200\231s Area: The following was observed. Parents sign in and out manually or Parents sign in and out electronically under the child plus application. Providers are to ensure that such records are immediately printable upon request for inspection and audit by program staff. For best practice purposes, LPA advised facility there should be a plan in place on how the records would be backed up, and how they would be made available in the event of a power failure or disaster. LPA reference director to review PIN 18-03.1-CCP. There are 3 Staff restrooms located in the facility. The facility provides filtered water for outdoor and indoor activities. There are operable carbon monoxide detectors. LPA observed First aid kit with the required materials including a handheld digital thermometer. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to meet the needs of the children. There are cots for napping. All play equipment and materials used by children were observed to be age-appropriate. There are cubbies in all classrooms for storage of children clothing and personal belongings. There is a refrigerator with a thermostat to regulate the temperature. The classrooms have central air for heating and cooling. The classrooms were clean in good repair. Windows were in good repair free of chipping paint, insects LPA recommended that facility clean dirt and debris in window seals. Classrooms have adequate lighting. The facility is equipped with landline telephone service. Medication is stored in the classroom inside a red backpack with a lock. Medication that requires refrigeration is stored in the classrooms inaccessible to children. The required postings are posted were parents and visitors to review. Each licensee shall have a disaster and mass casualty plan of action. Ill children will use the office for isolation and staff restroom. LPA observed fire extinguisher with an inspection date of 8/2/2024. The program provides breakfast, lunch and snacks. The kitchen and food-preparation storage areas were observed to be clean and free of litter and rubbish. Menus are in writing and are posted in advance in an area accessible for review by the child's authorized representative. Copies of the menus as served shall be dated and kept on file for at least 30 days. Menus shall be made available for review by the child's authorized representative and the Department upon request. LPA observed trash cans with tight fitting lids. LPA's did not observe any bodies of water on the premises. Disinfectants, cleaning solutions, and other items that are dangerous to children is stored in locked cabinets and in a storage located in the back of the facility. Outdoor The entire outdoor activity grounds are enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence is at least four feet high. The surface of the outdoor activity space has grass and foam material for cushioning to prevent injury from falls. The outdoor activity space was observed to be maintained in a safe condition and is free of hazards. There is adequate shade in the outdoor activity area. The facility will submit a waiver to share outdoor activity space. Staff will ensure toddlers do not access play apparatus that is not age appropriate for toddlers. Smoking is prohibited on the premises of a child care center as specified in Health and Safety Code Section 1596.795(b). There are no firearms on the premises. LPA advised applicant of the following regarding the toddler Program: 101216.4(a)(1) Preschool Program with Toddler Component A child who is between 18 months and 36 months of age may participate in the toddler program with written permission from the child's authorized representative. No child in the toddler program shall be placed in the preschool program before the age of 30 months without written permission from the child's authorized representative . The following items were discussed: The director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. An exit interview was conducted with plan of corrected items discussed. LPA provided the director with appeal rights and a copy of this report. Final license determination will be made upon review by the Licensing Program Manager.
