What the inspector wrote

On 1/21/2026 licensing Program Analyst (LPA) Jillinda Chandler made an unannounced visit to Big and Tiny Santa Monica LLC, located at 1444 10th Street, Santa Monica, CA. 90401, for the purpose of adding an infant component to an existing single license, number 197495451. The center is a single-story converted home with 8 classrooms. LPA met with Keltsie Bilbao (applicant) who provided a tour of the facility. The applicant is requesting a license with a maximum capacity of 44 children; 5 infants ages 3 - 18 months, 8 toddlers ages 18 - 30 months and 31 preschool children ages 2 - 6 years. Daycare will be conducted Monday - Friday; 8:00 a.m. - 5:00 p.m. There is a fire clearance on file approved on 11/20/2025 by Alex Martinet of the Santa Monica Fire Department. The following was observed of the: INDOOR ACTIVITY SPACE Fire extinguishers were 2AB10C or larger. Carbon monoxide and smoke detectors were observed in operable condition. First aid kits were available with the required essentials: scissors, bandages, tweezers, ointments, manuals and thermometer. Age-appropriate furniture and equipment was observed in good repair . LPA observed toys for infants that provided auditory stimulation, visual stimulation, tactile stimulation and manipulative skills, no walkers were observed during todays inspection. Cots were observed for napping; applicant was informed that bedding must be removed and stored separately when cots are stacked. LPA observed 4 cribs for children that are not able to crawl out of the cribs. Cubbies were observed for children\342\200\231s belongings. Drinking water will be provided through filtered water dispensers. The facility has central heating and cooling. No Fireplaces or open face heaters were observed. Windows were in good repair free of chipping paint, dirt, insects, or debris. Adequate lighting was observed. LPA observed trash cans used for solid waste with tight-fitting lids. Disinfectants, cleaning solutions, toxins or other poisons were observed inaccessible to children in care. The director\342\200\231s office and staff restroom will be used for isolation of ill children. Applicant was informed that there shall be a cot, mat, or crib readily available for ill children and that these children must be under direct visual supervision at all times. The facility was equipped with a working telephones. The classrooms were clean in good repair. Parents and authorized adults will sign children in and out, using t heir original signatures and an electronic signing device . The applicant was informed that sign-in sheets must be maintained for a minimum of 30 days and readily available for review at the request of the department or its representative. The required postings were also posted; applicant was advised that the postings must be posted in a prominent area for viewing at all times during daycare operations. FOOD SERVICE: Lunch is provided by parents and snacks were provided by the center . Applicant was informed there must be an adequate supply of emergency foods readily available in the case of emergencies. Applicant was also informed there shall be an individual feeding plan for each infant per Title 22, section 101427. LPA observed a kitchen, with a sink, storage for foods and a refrigerator with a thermometer, LPA observed a small refrigerator in the infant room that required a thermometer. Foods and toxins or chemicals were stored separately, LPA did not observe any expired or contaminated foods. Center has devised an Incidental Medical Service (IMS) plan and provide to parents of children with allergies (epi-pen), asthmatic (inhalers) glucose monitoring (diabetics), and children needing gastrostomy tube (g-tube) feeding. RESTROOMS THERE WERE: Preschool: 3 sinks and 2 toilets available for children use Toddlers: 1 sink and 1 toilet available for children use Infants: 1 sink and 1 toilet available for children use The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair. Faucets delivered cold water. infant changing tables were within reach of a sink, padding surfaces were at least one inch thick, covered with washable vinyl or plastic with raised sides at least three inches high. Applicant was informed there shall be a written toilet-training plan for infants being toilet trained per Title 22, section 101428 - Infant Care Personal Services OUTDOOR ACTIVITY SPACE Age-appropriate toys and equipment were observed in good condition. The outdoor activity space was enclosed with a 4 foot or higher gate/wall. Sand was observed for cushioning under all climbing structures, sand was observed to be on good maintenance. Water was readily available for an outdoor water source; children use their personal water bottles for drinking. LPA observed shade awnings for shade and benches for resting. LPA did not observe any bodies of water during today\342\200\231s inspection. Applicant was informed that all standing water should be removed immediately after each use. MEASUREMENTS: Indoor Activity Space (per provided facility sketch): Preschool equals 864.04 square feet, which will not accommodate the requested capacity. Classrooms: 1, 2, 3, 4, and 8 will be dedicated to preschool activities Toddler\342\200\231s equals 259.33 square feet, which will not accommodate the requested capacity. Classrooms: 5, and 6 will be dedicated to toddler activities Infant\342\200\231s equals 190.17 square feet, which will accommodate the requested capacity. Classroom: 12 will be dedicated to infant activities Outdoor Activity Space (per LPA identified facility sketch): Preschool equals 2608.60 square feet, which will accommodate the requested capacity. Yard(s) 3, 4 and 5 will be dedicated to preschool outdoor activities Toddler\342\200\231s equals 259.33 square feet, which not accommodate the requested capacity. Yard(s) 1 and 2 will be dedicated to toddler outdoor activities Infant equals 190.17 square feet, which will accommodate the requested capacity. Yard(s) applicant is requesting for infants to share the outdoor activity space with toddlers. Applicant is requesting a waiver for Title 22, section 101238.2(a)- There shall be at least 75 square feet per child of outdoor activity space based on the total licensed capacity. 101438.2 Outdoor Activity Space for Infants - (a) In addition to Section 101238.2, the following shall apply: (b) Outdoor activity space shall be physically separate from space used by children in the child care center and school-age child care center components. Based on today\342\200\231s inspection, the facility shall be recommended for a maximum capacity of 36 children. 24 preschool children determined by the indoor measurements. 7 toddler children determined by the indoor measurements. 5 infant children determined by the indoor measurements. The following recommendations are required prior to licensing; The napping area needs to be inaccessible to children in care. Children sleeping on cots shall not use the napping area which will pose a tripping hazard and inaccessibility to napping children. There needs to be an thermometer added to the refrigerator in the infant room. During todays visit LPA was informed that the facility also operates a parent co-hart in the upper office on the premises. Parents are on site with there infants. Also during todays inspection it was discovered that during the initial pre-licensing inspection, an error was made by allowing the covered patio to be included as an indoor/outdoor activity space and this space was included in determining the indoor capacity. The error was discussed with the applicant and new measurements were made to correct the error adding this space to the outdoor calculations. Applicant is requesting further evaluation of this area. An exit interview was conducted and this report was discussed and will be emailed to Keltsie Bilbao (applicant).
