What the inspector wrote

On 2/2/2026 Deborah Lowe - Licensing Program Manager (LPM) and Jillinda Chandler - Licensing Program Analyst (LPM) conducted an office visit with Keltse Bilbao (licensee) and Lacie Newlin(director), for the purpose of licensee initiated concerns regarding a visit conducted on 1/21/2026 during this visit the facilities capacity was reduced due to an error that made during the initial pre-licensing conducted 10/3/2026, during this visit an outdoor activity (covered patio) was calculated into the indoor space. Licensee's initial concern is that the reduction of this area reduces their capacity and therefore causes a financial burden on the centers operation. During todays office visit the following was discussed: 1. Enclosure of the patio. 2. Putting the infant application on hold until further notice. 3. Licensee was advised to consult with the fire department and Building and Safety. Licensee informed LPM that they are not interested in making structure changes that would require Building and Safety approval. Licensee agrees to the infant application on hold and will keep the department briefed on the progress of the outdoor patio space and provide photos, invoices, a detailed facility sketch and the estimated date of completion. An exit interview was conducted and the report was discussed and provided to Keltse Bilbao (licensee).
