What the inspector wrote

On March 3, 2026, Licensing Program Analyst (LPA) V. Wheatley, conducted an announced Case Management Inspection for the purpose of increase in capacity. LPA was met by licensees, Brenda Leon and Horace Knights. LPA toured the home inside and outside and a census was taken. At the time of the visit, there were 6 children present (of which 3 are infants). Capacity as specified on the license is being maintained. The licensee's assistant Staff #1 was also present. The child care hours are Monday through Sunday, 23 hours. Current facility sketch reviewed, and Licensee confirmed that the living room, first bedroom and outdoor area is used for the day care. The licensee's bedroom, second bedroom, and kitchen is off limits . Detergents, cleaning compounds, medication and other hazardous items are made inaccessible. There is a working fire extinguisher (2A10BC), smoke detector, and carbon monoxide detector. There is adequate heating and ventilation for safety and comfort. Safe toys and play equipment are observed. LPA confirmed the working telephone . The children reside here while in care. There are locked doors and safety gates keeping the children in the day care area. There are cots, and pack and play cribs for the children to sleep or rest on which do not have any blankets or items stored. LPA observed no bodies of water on the premises. A review of records indicates that all employees and/or volunteers have immunization records on file for influenza, pertussis, measles, and Tuberculosis. All adults who reside or work in the home have a criminal record clearance or exemption. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. There are no excluded individuals present at this home. PAGE 2 LPA discussed Safe Sleep Regulations with licensee. Licensee knows there should be for each infant in care, and play yards are kept free from all loose articles and objects while infants are sleeping, and there are no objects hanging above or attached to the crib or play yard. Infants are not swaddled while in care. Provider will physically check on sleeping infants every fifteen minutes and documents any signs of distress which includes but is not limited to flushed skin color, increase in body temperature, restlessness and labored breathing. Infants can be visually observed through an open door if sleeping in a separate room. Individual Infant Sleeping Plan is completed and in file for each infant up to 12 months of age. Capacity as specified on the license is being maintained. There are three infants on the premises today. LPA observed a sleeping log for the infants. Licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children. The licensee has permission slips for transporting children. Both licensee\342\200\231s pediatric CPR/First Aid expires 12/2027. Licensee\342\200\231s Mandated Reporter Training 5/23/26. A review of records indicates that all employees and/or volunteers have immunization records on file for influenza, pertussis and measles. Incidental Medical Services (IMS) are currently being provided. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. PAGE 3 LPA and Licensee discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, there are no deficiencies cited. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Based on LPA's observation and the approval of 850 from the L.A. County Fire Department, the licensees will be approved to be increased from small to large license (maximum 14 capacity). Exit interview conducted. The report was read and provided to the licensee. The report shall be made available to the public upon request. Notice of Site Visit will be posted for 30 days.
