What the inspector wrote

On 11/25/2025 Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to Oceanview Academy Child Development for the purpose of conducting a pre-licensing inspection at 301 Avenue D, Redondo Beach, CA. 90277. The center is located on the premises of St. Andrews Presbyterian Church. Daycare activities will be conducted at the street level entrance on Avenue D. There were eight rooms dedicated to preschool activities: rooms 303, 305, and 315 shall be dedicated to the infant component with 309 being used as a napping and crib area; rooms 308, 312,317, and 321 shall be dedicated to the preschool component. LPA met with Liliana Lujan (director) who provided a tour of the facility. The applicant is requesting an infant component for 32 children, ages 0 -24 months; and a preschool component with a capacity of 72 children, ages 2 years \342\200\223 until entry into first grade. Daycare will be conducted Monday \342\200\223 Friday/ 7:00 A.M. \342\200\223 6:00 P.M. There is an approved fire clearance conducted on 5/27/2025 by Brian Regan of the Redondo Beach Fire Department. The following was observed of the: INDOOR ACTIVITY SPACE Fire extinguishers were 2AB10C or larger. Carbon monoxide and smoke detectors were observed in operable conditions First aid kits were available with the required essentials: scissors, bandages, tweezers, antiseptics, manuals and thermometer. Age-appropriate furniture and equipment was observed in good repair. Cots were observed for napping in good repair, LPA observed play yards to be used for napping children that will be unable to sleep on cots, the director was informed that the play yards can not be used for napping children based on the descriptions of the equipment they did not meet Title 22, section 101439.1(b)., applicant shall provide proper napping equipment for infants. LPA observed low/wide based feeding chairs for infants, infants that are not able to sit shall be fed by staff. Cubbies were observed for children\342\200\231s belongings. Drinking water will be provided through filtered water dispensers. The facility has central heating and cooling. No Fireplaces or open face heaters were observed. Windows were in fair repair free of chipping paint, dirt, insects, or debris. Adequate lighting was observed. The classrooms were clean in good repair. LPA observed trash cans used for solid waste with tight fitting lids. Disinfectants, cleaning solutions, toxins or other poisons were observed inaccessible to children in care. The director\342\200\231s office and staff restroom will be used for isolation of ill children. Director was informed that a cot and a crib shall be readily available for ill children. The facility was equipped with working telephones inside the classrooms Parents and authorized adults will sign children in and out, using an electronic signature devise. The applicant was informed that sign-in sheets must be maintained for a minimum of 30 days and readily available for review at the request of the department representative. The required postings were posted in a prominent area for viewing. FOOD SERVICE: Lunch will be provided by parents and the center will provide AM and PM snacks. Applicant was informed there shall be an adequate supply of emergency foods readily available in the case of unforeseen circumstances. LPA observed a prepping area, with a sink, storage for foods and a refrigerator that needed a thermometer, foods and toxins or chemicals were stored separately, and LPA did not observe any expired or contaminated foods. Refrigerators inside of classrooms shall be required to have thermometers. Center shall devise an Incidental Medical Service (IMS) plan and provide to parents of children with allergies (epi-pen), asthmatic (inhalers) glucose monitoring (diabetics), and children needing G-tube feeding. IMS was discussed with the applicant. RESTROOMS THERE WERE: 3 sinks and 1 toilet available for infant use, the applicant shall provide 1 potty chair per 5 children to accommodate potty training children. Potty chairs must be emptied and cleaned after each use and children must not be allowed to play with potty chairs at any time. 6 sinks, 4 toilets and 2 urinals available for preschool children. Changing tables were within arms reach of a sink and adequate padding was observed. The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair. Faucets delivered cold water. OUTDOOR ACTIVITY SPACE Age-appropriate toys and equipment were observed in good condition. The outdoor activity space was gated with a 4 foot or higher gate. Wood-chips were observed for cushioning under the climbing apparatus. Based on observations the court yard intended for outdoor activity space poses a safety concern due to the immediate access to children, from individuals not cleared for day care activities. Applicant shall devise a plan to secure children in this area Water was readily available for an outdoor water source using children's personal water containers. LPA observed shade and benches for resting. LPA did not observe any bodies of water during today\342\200\231s inspection. Director was informed that all standing water should be removed immediately after each use. Measurements for the infants indoor space was:1062.35 square feet, and 573.75 for the outdoor activity space, which will not meet the requested capacity. Measurement for the preschool were indoors;3040.98 square feet which will accommodate the requested capacity and 3179.49 outdoor space, which will not accommodate the applicant\342\200\231s request. The applicant is requesting an waiver to share the combined outdoor activity spaces on an alternating schedule. Based on today\342\200\231s inspection, the facility shall be recommended for a capacity of 30 infants and 72 preschool children determined by measurements of the indoor activity space and the requested capacity,and following required corrections and waiver approval of Title 22, section 101238.2(a) - Outdoor Activity Space An exit interview was conducted and this report was discussed and will be emailed to Lillana Lujan - director. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process . applicant was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). \342\200\242 CCC TESTING DEADLINE HAS NOT PAST LPA referred applicant to the Department website for lead: Lead Toxicity Prevention and Water Testing Information . LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. PIN 22-05-CCP Applicant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. LPA shall make a plan of correction visit at the request of the applicant, corrections shall be completed no later that 10 days from todays inspection.
