What the inspector wrote

On December 22, 2025 Licensing Program Analyst (LPA) Jillinda Chandler made a subsequent pre-licensing visit to Ocean View Academy Child Development center for the purpose of following up on recommended corrections from the initial visit conducted on 11/25/2025. During the initial visit room 303 was set up to be the napping area for the infants, after review and measurements the applicant requested to change the napping room from, room 303 and use room 309 for napping, replacing play pens (observed in the initial inspection) with cribs . On todays inspection LPA observed room 309; there were 6 standard cribs and 7 cots. There was a changing section located in the classroom, with a changing table within arms reach of a sink. This room shall be used as a napping room only. Applicant was informed that this room shall be monitored at all times by qualified staff and meet staff- to- child napping ratios at all times, per Title 22, section 101416.5 (b)(d)(1) - Staff Infant Ratios; (b)There shall be a ratio of one teacher for every four infants in attendance . (d)There shall be one teacher to every 12 sleeping infants provided the remaining staff necessary to meet the ratios specified in (b) above are immediately available at the center. (1) An aide who is 18 years of age or older, and who meets the requirements of Sections 101216 and 101216.2(e), may be used in place of a teacher if the conditions specified in (d) above are met . Also observed during todays inspection the following corrections were observed: Refrigerators were equipped with thermometers. The fireplace in the court yard was made inaccessible to children in care Safety gates or locks were added to entries leading to the outdoor activity area and locks and gates shall be used at all times during day care hours. Also the applicant discussed the possibilities of having an unarmed guard on the premises during day care hours, LPA informed the applicant that the guard must have a criminal background clearance and be associated to the facility prior to be hired and the guard's, identification card, guard card and contract shall be provided to the department for approval. The classroom's measurements are as followed: INFANTS: Room 303 =290.346 (8) Room 305 = 33098 (9) Room 315= 226.56 (9) PRESCHOOL: Room 317= 489.23 (13) Room 321 sect. 1= 480.0 (13) Room 321 sect. 2= 659.97 (18) Room 312 =430.2 (12) Room 308= 990.49 (28) The applicant is requesting a waiver of Title 22. sections 101238.2(a) Outdoor Activity Space and 101438.2(b). The center shall be recommended for a total or 30 infants determined by the indoors capacity, and 72 preschool children determined at the request of the applicant An exit interview was conducted this report was discussed and shall be emailed to Liliana Lujan at llujan@oceanviewacademy.com
