What the inspector wrote
On 11/13/2025 Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to Tuvia Preschool for the purpose of conducting a pre-licensing (single license conversion) inspection for the location at 1101 Camino Real, Redondo Beach, CA. 90277. The center is a two-story building located on the campus of the Temple Menorah Jewish Synagogue. The applicant is requesting a license with a capacity of; 65 preschool children ages, 2 - until entry into first grade, 18 toddlers ages, 18 -36 months, and 75 school-age children, ages 5 -17 years. There will be 6 classrooms dedicated to day care activities; preschool rooms 1-4, toddler room 5 and school-age room is located on the upper level (garden room). LPA met with Felicia Flores (director) who provided a tour of the facility. Day care will be conducted Monday \342\200\223 Friday/ 7:30 A.M. \342\200\223 6:00 P.M. There is an approved fire clearance on file conducted on 2/10/2025 by Brian Regan of the Redondo Beach Fire Department.
The following was observed of the:
INDOOR ACTIVITY SPACE
Fire extinguishers were 2AB10C or larger.
Carbon monoxide and smoke detectors were observed in operable condition.
First aid kits were available with the required essentials: scissors, bandages, tweezers, antiseptics, manuals and thermometer.
Age-appropriate furniture and equipment was observed in good repair.
Cots were observed for napping; applicant was informed that beddings must be removed and stored separately when cots are stacked.
Cubbies were observed for children\342\200\231s belongings.
Drinking water will be provided through filtered water dispensers.
The facility uses portable fans and heating units. LPA observed wall heaters in the classrooms, covers must be added to all wall heaters.
Windows were in fair repair free of chipping paint, dirt, insects, or debris.
Adequate lighting was observed.
The classrooms were clean in good repair. Applicant was informed that the carpets should not pose tripping hazards, director was advised to secure carpets. LPA observed microwaves and one fish tank (rm. 2) in the classrooms, applicant was informed that these items shall be earthquake secured.
LPA recommends that alerting devises are added to all doors located in the classrooms
LPA observed trash cans used for solid waste with tight fitting lids.
Disinfectants, cleaning solutions, toxins or other poisons were observed inaccessible to children in care.
The director\342\200\231s office and designated toilet in children's restroom will be used for isolation purposes of ill children.
The facility was equipped with working telephones inside of classrooms.
Parents and authorized adults will sign children in and out, using an electronic devise (bright wheel).The applicant was informed that sign-in sheets must be maintained for a minimum of 30 days and readily available for review and/or printing at the request of department representatives.
Cameras were observed indoor and outdoors, per the director footage is retained for one week. The director was informed that footage shall be readily available for review at the request of the department's representative.
The required postings were posted in a prominent area for viewing.
FOOD SERVICE:
Meals will be provided by parents. LPA observed an adequate supply of emergency foods readily available in the case of unforeseen circumstances.
LPA observed a kitchen/staff lounge, with a sink, storage for foods and a refrigerator in need of an thermometer, foods, toxins and other chemicals were stored separately, LPA did not observe any expired or contaminated foods. The kitchen was clean free of debris or vermin.
Center shall devise an Incidental Medical Service (IMS) plan and provide to parents of children with allergies (epi-pen), asthmatic (inhalers) glucose monitoring (diabetics), and children needing G-tube feeding. IMS was discussed with the director.
RESTROOMS
THERE WERE:
6 sinks and 6 toilets available for preschool use. Preschool restroom was located near the entry of the day care.
2 sinks and 2 toilets available for toddler use. Toddlers restroom was located at the far end of the hallway near room 3
6 sinks, 6 toilets and three urinals available for school age use. School-age restrooms are gender identified, located on the upper level.
The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair. Faucets delivered cold water.
OUTDOOR ACTIVITY SPACE
Age-appropriate toys and equipment were observed in good condition.The outdoor activity space was gated with a 4 foot or higher gate.
Preschool yard
: Sand was observed for cushioning under climbing apparatus , per the director the apparatus is a custom built modular, the center shall provide a play equipment evaluation or age recommendation from the manufacturer. The umbrella pole and exit gate pole must be cushioned, remove shutters from log cabin and cracked or un-leveled pavement must be repaired
Toddler yard
: The water drain shall be made inaccessible to children in the toddler yard, LPA observed a climbing square that was recommended for two year olds, director was informed that children under this age range shall not utilize this equipment, padding shall be added to the brick retention wall.
School-age yard
: per the director there is no enrollment for school-age children. LPA recommends a subsequent evaluation be made prior to enrollment of school age children to determined the shared use with another program that is renting space located in the school-age area.
Water was readily available for an outdoor water source; children use their personal water bottles for drinking.
LPA observed shading and benches for resting.
LPA did not observe any bodies of water during today\342\200\231s inspection. Director was informed that all standing water should be removed immediately after each use.
Measurements were:
Preschool indoor- 2391.11 square feet, which will accommodate the applicant\342\200\231s request. Outdoors; 7187.20 which will accommodate the requested capacity
Toddler indoor - 630.02 square feet, which will accommodate the applicant\342\200\231s request. Outdoors; 708.44 which will not accommodate the requested capacity
School age indoor - 953.71 square feet, which will not accommodate the applicant\342\200\231s request. Outdoors; 9501.46 which will accommodate the requested capacity
Based on today\342\200\231s inspection, the facility shall be recommended for a maximum capacity of 113 children: 68 preschoolers, 18 toddlers and 27 school-age (center is using only 1 classroom), capacity is determined by the measurements of the indoor activity space.
Director shall request a waiver for; armed guards, and outdoor waiver for the toddler's outdoor activity space and send updates or pictures of all documented corrections to the regional office no later than 15 days of 11/13/2025. If additional time is needed, the office must be informed.
