What the inspector wrote

On September 23, 2025, Licensing Program Analyst, Calloway made an unannounced Case Management inspection and met with Licensee, Jennifer Kaylor. The purpose for this inspection is to provide the Licensee with a copy of an Accusation served to Licensee on September 12, 2025, by CDSS Legal Department. It is noted in the Accusation that the Department is seeking a Criminal Record Exemption Denial against Licensee\342\200\231s Adult daughter, MORGAN KAYLOR (Legal case # 7825136005.) A copy of the Accusation Summary indicating the Departments intent to deny the Criminal Record Exemption and pursue exclusion actions. The following documentation was provided, read, and explained: \302\267 Accusation (Criminal Record Exemption Denial) Licensee signature on this report acknowledges receipt of these rights. Licensee stated that the original response letter was sent to the guardian@dss.ca.gov website on March 21, 2025 and it was received. A follow-up response letter was sent to Atty, Samuel. W. Lui, but it was not received because it was the wrong email address. Licensee stated, her daughter Morgan Kaylor has moved from the home while this case is on going. Exit interview conducted a copy of this report was read, and the Notice of Site Visit (LIC 9213), this report, and Appeal Rights were provided and discussed with Jennifer Kaylor, Licensee. The Notice of Site Visit shall be posted for Thirty (30) consecutive days. Failure to maintain posting will result in a $100.00 civil penalty.

    Based on observation, iinterview,and record review, the licensee did not comply with the section cited above in their adult child living in the home did not have a Criminal Record Clearance and was not associated to the facility and was observed providing care to the children during the inspetion which poses an immediate health, safety or personal rights risk to persons in care.
