What the inspector wrote

On 5/24/2022 at 9:30am, Licensing Program Analyst (LPA) Lisa Clayton arrived at the facility to conduct an unannounced inspection. LPA Clayton heard children in the backyard as I approached the side gate of the home, and was greeted by Licensee Greta Babaian , who opened and gate and asked if she could help me. I introduced myself and she directed me to the front door of the property. I advised that I wanted to come in through the side door she said ok, but closed the door. I waited a few seconds and knocked on the door, and Licensee opened the door and the gate. During the Health and Safety inspection, LPA Clayton observed a 1 year old child sitting in a walker. I instructed Greta to remove the child from the walker, and reminded her that walkers are not permitted in a Family Child Care Home. LPA observed 23 children in care. About 15 minutes later, the Greta\342\200\231s fingerprint cleared husband arrived, and her assistant Ovsanna arrived shortly after. LPA Deborah Lowe arrived at 11:45am. LPA inquired about the Sleep Plan and Sleep Log for the infant and it was noted that the licensee does not have a file for the infant in question. During this inspection, LPA toured the facility, obtained a copy of facility roster, and reviewed children\342\200\231s files,all of which were complete and current. Both Licensees CPR/First Aid and Mandated Reporter Training Certificates are current. The attached type A and B deficiencies are cited today and must be corrected by the due dates. Upon receipt, licensee shall post and provide copies of this licensing report to parent/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months. See 809D for deficiencies cited today. Failure to correct will result in a $100 per day civil penalty until corrected. Repeat violations are $250 per violation and $100 per day until corrected.

This requirement is not met as evidenced by: Interviews with the licensee and file review which poses a Health and Safey risk to children in care.

Safety precautions shall include but not be limited to:(10) A baby walker shall not be allowed on the premises of a family child care home in accordance with Health and Safety Code Section 1596.846(b) and (c). This requirement was not met as evidenced by: Based on LPA's observation of an infant in a walker, which poses an immediate Health and Safety risk to children in care.
