What the inspector wrote

On April 15th, 2026 at 10:05am, Licensing Program Analysts (LPAs) Evelyn Chacon and Annelise Villa conducted an unannounced/random inspection. LPAs met with licensee Raquel Ramirez and advised her on the purpose of the inspection. Licensee provided LPAs a tour of the home inside and outside. There were six (6) children in care at the time of the inspection. LPAs verified all adults in the home have been background cleared. Licensee stated the hours of operation are six (6)am to six (6)pm. Licensee has a single story, three (3) bedroom, two (2) bathroom home. Including a living room, dining room, kitchen, laundry room area, and a garage. Licensee uses the living room, one (1) bathroom, attached garage and backyard for care. All other rooms, kitchen, and bathroom are off limits to children in care. A child gate was observed to keep the kitchen off limits to children. LPAs observed age-appropriate toys and furniture readily accessible inside childcare home. LPAs observed all proper posted documents in an accessible area of the home. Licensee stated they do not have firearms, ammo, or bodies of water on the facility. During the tour of the facility, LPA’s observed a 2A10BC fire extinguisher which was serviced in January 2026, within the appropriate range. Fireplace was covered with a metal barricade making it inaccessible to children in care. Smoke/carbon monoxide detectors were tested and found to be operable. Licensee stated that the facility does not provide Incidental Medical Services (IMS). Licensee stated if children are sick the living room will be used for isolation area. All sharps, knives, and medications are kept in the kitchen out of the reach of children by safety lock on cabinets. Cleaning materials are kept in the storage area of the attached garage out of the reach of children by safety lock on cabinets. Licensee states transportation is provided; a valid California Drivers License, vehicle registration, and vehicle insurance were observed to be current. While touring facility, LPA’s observed infant laying on stomach and advised to Licensee to roll infant to back when infant rolls to stomach. A Technical violation was given and safe sleep practices were discussed. A Technical violation was given and safe sleep practices were discussed. The outdoor area is enclosed with a wooden gate. Shade is accessible and storage areas are properly secured. LPA observed age-appropriate toys and furniture. Licensee stated water is made readily available for children. During the tour of the backyard play area LPAs observed gardening tools behind two covered trash bins, the gardening tools were still accessible to children despite trash bins in place. Licensee stated that is where they are typically kept and she will put gardening tools in area away from children in care. Licensee states there a multiple pets including, dogs and chickens on the premise of the home and that children do not interact with children in care. LPA’s observed dog feces on background where children play, when ask Licensee states prior to allowing children to play in outside area dog feces is cleaned by either Licensee of assistant. LPAs reviewed sampling of children and staff files and found them to be current. Licensee’s Mandated reporter certificate was current and expires 2/2027. Licensees Pediatric CPR/First Aide was current and expires 01/1/2028. Licensee’s assistant’s Mandated reporter was found to expire on 2/2027and Pediatric CPR/First Aide expires on 2/2028. Last emergency drill was conducted on 12/13/2025. Deficiencies cited: See LIC809D. A Type B deficiency is being cited in accordance with Title 22 of the California Code of Regulations and/or Health & Safety codes. Licensee [or facility representative] was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and ­ resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed . For IMS information see PIN 22- 02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee [or facility representative] was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee [name], confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
