What the inspector wrote

On Monday, April 13, 2026, Licensing Program Analyst (LPA) Maria Avalos and Licensing Program Manager (LPM) Francisco Pedroza conducted an unannounced annual inspection and met with licensee Mabel Vega who granted access and guided LPA Avalos on a tour of the facility. Operating hours are Monday to Friday from 7:00 am to 5:00 pm and care for children ages 0 to 13 years old. Family members residing in the home has been discussed with licensee and are cleared. LPA observed eight (8) children in care and three (3) staff including licensee. All adults have received criminal background clearances. LPA observed facility to be within ratio. This facility is a one-story family with a detached car garage (separated from children's play area). There is a living room, dining room, kitchen, three bedrooms, and four restrooms. Main care is provided in both the main home and the back room referred to as the children’s play areas. Room #1 in the main home is utilized for activities and napping. Licensee utilizes cots and cribs for infants during nap time. LPA Maria inspected the facility for safety, comfort, cleanliness, ventilation and working phone (cell phone). For ventilation, LPA Avalos observed central AC/heater. LPA observed the furniture, children’s materials, to be in good condition and age appropriate. LPA observe a fireplace with glass. Continue LIC 809-C LPA Avalos observed cleaning compounds items, stored underneath the kitchen sink with a childproof lock making it inaccessible to children. LPA observed the knives and sharp objects stored inside kitchen top cabinet with a childproof lock making it inaccessible to children to reach and open. Licensee stated she provides meals. Licensee stated she currently a child with food allergies or on medication. LPA verified the child’s medication was secure and readily available. LPA Avalos entered the restroom and observed the toilet, hand washing sink, hand soap. LPA observed the bottom sink cabinet closed and locked with a magnetic childproof lock making it inaccessible to children. LPA did not observe hazard materials and observed the bathroom to be in good condition. LPA Avalos asked the licensee if there were any pets, poisons, firearms, and weapons. The licensee stated there are no weapons in the home. LPA Avalos observed the required 2A10BC fire extinguisher located in the living room and observed the valve on the green area indicating fully charged. LPA observed a dual carbon monoxide detector and smoke alarm located in the hallway. LPA tested the dual carbon monoxide and smoke alarm and heard the sound, and it is operable. For ill isolation, licensee stated she utilizes a corner of the daycare room. LPA observed the last emergency drill conducted on 03/27/26 LPA Avalos inspected the play outdoor backyard area that is utilized by children for safety, comfort, and cleanliness. LPA observed the backyard to be fenced, and the side gates closed and locked with self-latch. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. LPA observed play equipment to be age appropriate and areas around or under high climbing equipment, are cushioned with granulated rubber mat that may support a fall. LPA observed a shed and garage and observed it was inaccessible to children. LPA observed an in-ground pool in the backyard. LPA observed the pool to be fenced. LPA Avalos measured the height of fence to be 5. ft high and the fences does not obscure the pool from view. The openings of the metal railings, LPA observed the doors to swing away from the pool and lock. LPA observed a 12 feet rescue pole with a body hook and a 20 inches life ring approved by the United States Coast Guard handing on the fence. LPA reviewed March 2026 daily inspection pool log. Continue on LIC 809-C LPA reviewed a sampling of children and staff files and found them to be current. LPA verified licensee has current Pediatric First Aid/ CPR and Mandated Reporter. Licensee Mabel Vega was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee Mabel Vea and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee Mabel Vega of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continue on LIC 809-C Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee Mabel Vega was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. There were no deficiencies cited at this time. LPA conducted an closing interview with licensee, reviewed the report, provided appeal rights, and a notice of site visit was given and must remain posted for 30 days. Failure to maintain posting as required will result in a $100.00 civil penalty. Exit interview conducted and report was reviewed with licensee Mabel Vega.
