What the inspector wrote

On 07/09/2024, Licensing Program Analyst (LPA) Justeene Tamayo conducted an unannounced visit to conclude the complaint investigation related to the allegations above. LPA disclosed the purpose of the investigation and was granted entry into the facility by licensee Empress Crenshaw. A tour of the facility was conducted, and LPA verified a census of 6 preschool day care children and 1 infant in care, along with assistant #1. The investigation consisted of interviews with staff, children, and other complaint relevant parties including the review of supportive documentation. Concerning the allegation of assistant #1 is mistreating a daycare child while in care, interviews conducted with child #2-7 and other complaint relevant parties, it was disclosed that children #2-7 likes the family childcare home, and the licensee and assistant #1 are nice to children #-2-7. Children's statements corroborated with licensee and assistant #1 statements. Concerning the allegation of assistant #1 is hitting a daycare child while in care, there were conflicting statements from child #1 corroborating with assistant #1 hitting day care children. Licensee and assistant #1 denied any inappropriate forms of discipline are being used on the children, and children #2-7 did not disclose any inappropriate forms of discipline. Concerning the allegation of assistant #1 poses a risk to the daycare children while in care, After interviewing parents #1,2,4,5,6, it was disclosed their children love the facility and have no problems with the facility or staff involved. Based on interviews conducted with current staff, licensee, children and parents, the above allegations are Unsubstantiated. There is not enough evidence or witnesses to substantiate, therefore, allegations are rendered Unsubstantiated at this time. Please see LIC9099-C for additional information A finding that the complaint is Unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged allegation occurred. An exit interview was conducted, and a copy of this report was read and provided to the licensee on this date, along with a copy of her appeal rights and Notice of Site Visit.
