What the inspector wrote

On January 13, 2026, at 10:00 a.m., Regional Manager (RM), George Mingle, Licensing Program Manager (LPM) Mariela Ramon, Licensing Program Analyst (LPA) Justeene Tamayo met with Licensee Anush Seiranian for an office meeting at the Department of Social Services, Palmdale Regional Office. The purpose of the meeting was to review the facility’s compliance with Title 22; Division 12 of the California Code of Regulations related to Lease Agreement, Bodies of Water and Criminal Record Clearance. The primary goal of the meeting was to provide Licensee Anush Seiranian with assistance, support, and guidance to ensure compliance with Title 22; Division 12 of the California Code of Regulations. During the meeting it was discussed, the facility lease agreement is for a 1-year term, the facility has an in-ground swimming pool that does not meet the bodies of water requirements, and adults in the home must have a criminal record clearance prior to their presence in the home. Under Title 22, Section 102417(g)(5)(A), licensees must ensure that all bodies of water are inaccessible to children by using an approved pool cover or by surrounding the pool with a fence. Required fencing must be at least five feet high, allow clear visibility of the pool, comply with applicable building codes, and include self-closing, self-latching gates that swing away from the pool. The gaps of the fencing must be no more than 4 inches wide. Please see LIC809-C for Continuation Page. Pool covers must be capable of supporting the weight of an adult and must be locked when the pool is not in use. In addition, The pool lacks a required pool cover or alarm that meets ASTM Standards, a life ring with a diameter of at least 17 inches with a United Coast Guard approval label, a rescue pole with a body hook that is at least 12 feet fixed length, and a daily swimming pool log. Pursuant to California Title 22 regulations, Section 102370 (Criminal Record Clearance), all adults working in or residing in the home are required to obtain Live Scan criminal record clearances and be properly associated with the facility prior to their presence in the home. During this meeting, licensee attested that no other adults reside in the garage nor on the premises, only the adults that are currently live scanned and associated to the license. RM Mingle explained the safety concerns associated with bodies of water fencing requirements and live scan clearances for all adults residing or working in the home, emphasizing the risks to children and the importance of strict adherence to regulations. The licensee was informed of the specific regulatory requirements and expectations for corrective action. The Department is allowing the licensee a 30-day grace period to bring the in-ground swimming pool fencing into compliance. In response to the discussion, the licensee will advise the Palmdale Regional Office (PRO) of the proposed corrective changes no later than 02/13/2026. Upon receipt, Licensee shall provide copies of this licensing report to parents/guardians of children in care and to parents/guardians of children newly enrolled at the facility during the next 12 months. The Acknowledgement of Receipt (LIC 9224) to parents shall be completed and signed by each parent/guardian with copies maintained in each child's file. Licensee was given a copy of LIC 9224 Acknowledgement of Receipt of Licensing Reports. The meeting concluded with confirmation that the licensee understands the regulatory requirements and the steps needed to achieve compliance. All questions were addressed, expectations were clearly communicated, and an exit interview was conducted during which the report was reviewed with the licensee, and a copy was provided.
