What the inspector wrote

Licensing Program Analysts (LPA) Carol Heath met with the District coordinator Michelle Paz, for the purpose of conducting an unannounced Annual/Random inspection. The center maintains a physical separation indoors and outdoors. The facility's hours of operation will be Monday through Friday from 6:30 a.m. to 7:30 a.m. After School: Monday, Tuesday, Thursday and Friday: 2:30 p.m. through 6:15 p.m. and Wed: 12:20 p.m through 6:15 p.m.. There are 18 children in the classroom LPA observed 9 children with 3 teacher and a teacher in the classroom #1. The teacher or parent sign children in at drop off time and parents sign them out at pick up time. Community Care Licensing postings are kept in each classroom. The after-school program cares for children in grades Kindergarten through Fifth grade. Telephone service was verified. The first aid supply was observed in the classroom as well. LPAs observed the outdoor play areas to be free of hazards, loose, or sharp objects. Equipment was inspected for safety, cushioning material, conditions and age appropriateness. Climbing structures, slides, and play equipment were found to be securely anchored with resilient cushioning material underneath and around the perimeter. Children will have access to water through water fountains during outdoor activities. The playground was fenced all around, and no bodies of water were observed. LPA also observed shaded rest areas for the children in care. LPAs observed and inspected 2 restrooms for the children in care, which two were located inside the class room . Restrooms had toilet paper, hand soap, and paper towels accessible to children in care. LPAs observed a total of 3 sinks, 2 toilets which all were in operating conditions. Furniture and equipment were inspected for operable conditions and age appropriateness. Telephone service, heating, lighting and ventilation were evaluated. LPA observed storage space inside of classroom. The parent board will be located inside of this classroom, to the left of the entrance of the classroom. LPAs observed a First Aid Kit located inside of the classroom . The required fire extinguisher was observed mounted on classroom wall. The fire extinguishers and in operable condition. All fire extinguishers (2A10BC) had a service tag attached indicating they were last serviced on 7/19/2021 . Trash cans with tight lids were observed. The Director has a current CPR and Pediatric First Aid certification, which expires on 10/2021. Fire Safety: The facility has a current annual certification for the fire alarm system, which was conducted by Fire Ace Department on 2019. The certification is proof that the fire alarm system as well as the smoke system is in operating conditions. LPA observed an appropriate amount of food and snacks. The facility provides a snack for the children. Snacks are stored in the closet and the refrigerator. There are adequate snacks for the children in care The medication policy: LPAs observed 1 cot for ill children. Cots are disinfected after each usage. A review of the medication policy indicated medication is dispensed only with a doctor's note. Medication is stored in a closet inaccessible to children in care. Cleaning solutions are stored separately away from the food . The cabinet under the sink does not contain cleaning supplies or toxic items. Sign in and out sheets were reviewed. The parent board was reviewed and has all the required forms posted. Fire/earthquake drills current. The following general information was discussed during this inspection: Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Center does not provide IMS at this time. Mandated Reporter Training Requirements: \302\2471596.8662 - As of January 1, 2018, child care providers, administrators, or employees who work in a licensed facility shall complete the mandated reporter training provided pursuant to paragraphs (2) and (3) of subdivision (a), and shall complete renewal mandated reporter training every two years following the date on which he or she completed the initial mandated reporter training. Staff was informed that they need to take mandated reporter training. Immunization Requirements: \302\2471596.7995 (a)(1) Commencing September 1, 2016, a person shall not be employed or volunteer at a day care center if he or she has not been immunized against influenza, pertussis, and measles. Each employee and volunteer shall receive an influenza vaccination between August 1 and December 1 of each year. *All Licensing reports are available for review on-line and are considered public information. Summary: Assembly Bill 2621 added Section 1596.819 to the Health and Safety Code, to require the Department to post certain licensing information for CCCs and FCCHs on its public internet website. Fingerprint clearances and transfers : Prior to working or volunteering in a licensed childcare facility, all individuals subject to a criminal record review shall obtain a clearance or criminal record exemption. If a fingerprint clearance has been obtained through the Department, Licensee may request a transfer of a criminal record clearance from one state licensed facility to another using form LIC 9184 ** Each report (documenting a Type A citation) shall remain posted for 30 days along with the Notice of Site Visit (printed out during this inspection). In addition; all parents of currently enrolled children and any newly enrolled child for the following 12 months shall receive a copy of report documenting a Type A Citation and sign form LIC 9224 acknowledging receipt. Staff are aware of required forms for children's files and forms that shall be posted after licensure. ** Senate Bill AB 633 - Child Care Facilities: Parent Notification Requirements Summary: This bill amends Health and Safety Code (HSC) sections 1596.859, 1596.8595, 1596.8895, and 1597.05 to improve the transparency of licensing records and to ensure that parents/guardians using a licensed child care facility are aware of situations that present the greatest danger to children. **Parent Board contained all documents that are required to be posted according to Title 22 Regulations. Staff are certified in Pediatric CPR and First Aid (exp 10/2021) . Sign in and out sheets were inspected and contain full legal signatures. There is a fully stocked first aid kit available and fully charged fire extinguisher and carbon monoxide detectors in place. Fire Drill/Earthquake log is posted LPA provided consultative services on how to find licensing forms and regulations on the community care website.
