What the inspector wrote

Licensing Program Analysts (LPA) Maddox met with Applicant/Owners Ms. Sue Ranaweera and Ms. Thushari Don today for the purpose of conducting a Pre-Licensing inspection for a Preschool component for children ages 2 - 7 yrs (requested capacity 80). This Center is located within a Strip-Mall. A tour of the facility was conducted inside and outside. The tour included Office space, Kitchen, One staff bathroom, Children's Bathrooms, 5 Classrooms, and the Outside play area. Days/hours of operation will be Monday through Friday from 6:30 am to 6:00 pm. INDOOR ACTIVITY SPACE : There are a variety of age-appropriate equipment, toys and materials in good condition and in sufficient quantity to allow children present to fully participate in planned activities. Telephone service, heating, lighting and ventilation were evaluated. LPA observed individual storage areas for children’s belongings, Center will use water pitchers with disposable cups Indoor and outdoors; Tables and chairs are provided to meet the needs of the children. The child care center was toured and found to be clean, safe, sanitary and in good repair to ensure the safety and well-being of children, employees and visitors. Disinfectants, cleaning solutions, all potential hazardous that could pose a danger if readily available to children were stored and inaccessible to children (Staff Bathroom). The isolation area (located in the front office area) is equipped to isolate and care for any child who becomes ill during the day. HEALTH RELATED SERVICES: Medications will be kept in a locked box (front office area). A refrigerator shall be used to store any medication that requires refrigeration. Center has a developed plan to implement and to record the administration of prescription medication and to inform the child's authorized representative daily when such medications have been given. LPA observed fully equipped first aid kits; fully operational Carbon Monoxide and Smoke detector; and Fire Extinguisher (2A10BC) throughout the center. LPA Maddox has verified Qualifications for Director including Lead Poisoning training, Mandated Reporter and current Operations and Records Keeping Orientation. Pesticides and other similar toxic substances were not stored in food storerooms, kitchen areas, food preparation areas, or areas where kitchen equipment or utensils are stored. Soaps, detergents, cleaning compounds or similar substances were stored in areas separate from food supplies. Incidental Medical Services was discussed. Due to the COVID-19 pandemic, Center has Signs posted throughout the center with regards to the local health department; information on child passenger restraint systems; hand washing, screenings for staff and children and facial coverings. Bathroom LPA ensured the toilets flushed properly and are reachable for children. The restroom has adequate toilet paper and paper towels available, were found to be clean and sanitary. Center has a separate staff bathroom located off the Kitchen, this bathroom will be used as isolation bathroom for ill children. Water temperature is set on a regulated system to ensure a water temperature of no more than 120 degrees. Sign-in and Out Procedure: Parents will sign children in and out in the fron Lobby area. Napping Center will utilize cots for children to nap on. Cots were stocked and stored in the Staff Bathroom. Director/Owner shall ensure Napping equipment will be arranged so that each child has access to a walkway without having to walk on or over the cots or mats of other children. Bedding shall be individually stored so that each child's bedding is identifiable and no child's used bedding comes into contact with other bedding (stored in the bathroom - staff key lock). Outdoor The entire yard is fenced; there is artificial turf underneath climbing equipment on the play yard; Age appropriate play equipment available; LPA highly discourages the usage of water fountains due to the COVID-19 pandemic. Measurements according to facility sketch submitted: Preschool Room #1: 17.5 X 38 = 654 sq ft/35 = 19 #2 - 48 X 15.5 = 744/35 = 22 #3 - 40 X 16 + 87 = 727/35 = 21 #4 - 20 X 30 -32 = 568/35 = 16 #5 - 20 X 17 + 29 = 369/35 = 11 Total inside activity space for Preschool = 90 Preschool Children Outdoor Space Preschool: 2700 + 2070 + 1386 = 6156/75 = 90 Total outdoor activity space for Preschool = 90 Bathroom : There are a total of 7 Toilets and 6 sinks available for children (4 separate bathrooms) throughout the center. 1 toilet and 1 sink for every 15 children = 15 X 6 = 90 The following are needed prior to licensure: List of Furniture and Equipment Portions sizes needed for menu Missing Orientation Certificates for both Applicants (Application and Operation and Records Keeping) Mandated Reporter Training missing for Ms. Sue Immunization's missing for both owners Missing Job Descriptions needed for other positions (the only Job Description included is for the Teacher only Update Staff Handbook to include Back Ground Clearance required and Immunization Requirements Parent Handbook should include What actions staff will take in the case of a Medical Emergency; the forms that Parents or Legal Guardians should complete for Children's Records; Rubber or plastic sleeves need to be placed on chains that hold swings Need COVID Postings LIC 309 - Administrative Organization LIC 404 - Financial Release Information LIC 500 - Add new Director LIC 503 - Needed for Owners LIC 215 - Needed for Ms. Sue LIC 610 - Needs 2nd relocation site LIC 9108 - Needed for Ms. Sue & Ms. Thushari Exit interview was conducted. Copies of new Director Qualifications (Soumya Shetty) presented during this inspection. This report was read and a copy provided to Owners/Licensees Ms. Sue, and Ms. Thushari.
