Licensing Program Analyst Maddox met with applicants, Louisa Sepedjian and Neli Plouzian today for the purpose of conducting a Pre-Licensing Inspection. This center is located on the grounds of Temple Ahavat Shalom Church. The Preschool children will occupy Rooms # 101 through 108. INDOOR ACTIVITY SPACE : \303\274 All outdoor and indoor passageways, stairways, inclines, ramps, open porches and other areas of potential hazard are kept free of obstruction \303\274 The child care center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors \303\274 The floors of all rooms were inspected and found to be safe and clean. \303\274 A comfortable temperature for children shall always be maintained. \303\274 Furniture and equipment shall be maintained in good condition, free of sharp, lose or pointed parts. \303\274 Tables and chairs shall be provided to meet the needs of the children. \303\274 All play equipment and materials used by children shall be age appropriate. \303\274 Drinking water from a non contaminating fixture or container shall be readily available both indoors and in the outdoor activity area. Staff will a water cooler outside with disposable cups for outdoor drinking water \303\274 All containers used for storage of solid wastes, including moveable bins, shall have a tightfitting cover that is kept on; shall be in good repair; and shall be leakproof and rodent proof. \303\274 Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children shall be stored where inaccessible to children. Child friendly cleaning agents will be used while children are present; a cleaning crew will deep clean when children are not present. \303\274 Storage areas for poisons shall be locked. \303\274 The licensee shall maintain the following first-aid supplies in a location accessible to staff but inaccessible to children: \303\274 A center shall be equipped to isolate and care for any child who becomes ill during the day. Isolation area will be in the front office area \303\274 Every licensed child day care center shall have one or more carbon monoxide detectors in the facility that meet the standards established in Chapter 8 (commencing with Section 13260) of Part 2 of Division 12. The department shall account for the presence of these detectors during inspections. \303\274 All child care centers shall have working telephone service on the premises. \303\274 In addition to the sign-in procedure requirement of Section 101226.1(b), the licensee shall develop, maintain, and implement a written procedure to sign the child in/out of the child care center that shall, at a minimum, include the following: Parents will sign children in and out for the day at an area designated outside of the office area \303\274 The licensee shall be responsible for ensuring that children with obvious symptoms of illness including, but not limited to, fever or vomiting, are not accepted. Staff will observe children as they arrive for the day and temperatures will be taken and recorded \303\274 There are 4 bathrooms available for children (Bathroom #1 \342\200\223 3S/2T/3U; #2 2S/3T; #3 2S/2T; 2T/2S) = 135 OUTDOOR \303\274 Provide a shaded rest area for the children. LPA observed adequate shade on each play yard \303\274 Free of hazards including, but not limited to, holes , broken glass and other debris, and dry grasses that pose a fire hazard. \342\200\223 Applicants shall plug holes on play equipment \303\274 The areas around and under high climbing equipment, swings, slides and other similar equipment shall be cushioned with material that absorbs falls. LPA observed sand and artificial turf under play equipment \303\274 All licensees shall ensure the inaccessibility of pools, including swimming pools (in-ground and above-ground), fixed-in-place wading pools, hot tubs, spas , fish ponds or similar bodies of water, through a pool cover or by surrounding the pool with a fence. \342\200\223 No bodies of water noted \303\274 There shall be at least 75 square feet per child of outdoor activity space based on the total licensed capacity. Yard #1: 53 X 35 = 1,855 #2: 84 X 50 = 4,200/75= 56 #3: 37 X 105= 3,885/75 = 52 Total Capacity with the outdoor space is 133 \303\274 Smoking is prohibited on the premises of a child care center as specified in Health and Safety Code Section 1596.795(b). \303\274 The licensee shall provide a variety of age-appropriate equipment, toys and materials in good condition and in sufficient quantity to allow children present to fully participate in planned activities. LPA measured 8 classrooms; each classroom had the following measurements: 22 X 18.5 = 407/35 = 12 children in each classroom. 12 X 8 (classrooms)= 96 children NAPPING \303\274 Cots used for napping shall be maintained in a safe condition. \303\274 Each cot or mat shall be equipped with a sheet to cover the cot or mat and, depending on the weather, a sheet and/or blanket to cover the child. \303\274 Wiped with a detergent/disinfectant weekly or when soiled or wet. \303\274 -Center will utilize floating cubbies in the classrooms to store children\342\200\231s belongings RESTROOMS: \303\274 All toilets, handwashing and bathing facilities shall be maintained in safe and sanitary operating condition. Additional equipment, aids and/or conveniences shall be provided as needed in centers that serve children with physical disabilities. \303\274 Hot water temperature controls shall be maintained to automatically regulate temperature of hot water delivered to plumbing fixtures used by children to attain a hot water temperature of not less than 105 degrees F (40.5 degrees C) and not more than 120 degrees F (48.8 degrees C). HEALTH RELATED SERVICES: \303\274 Medications shall be kept in a safe place inaccessible to children. Only Prescription medications. \303\274 A refrigerator shall be used to store any medication that requires refrigeration. \303\274 The licensee shall develop and implement a written plan to record the administration of prescription and nonprescription medications and to inform the child's authorized representative daily when such medications have been given. \303\274 All food shall be safe and of the quality and in the quantity necessary to meet the needs of the children. Each meal shall include, at a minimum, the amount of food components as specified by Title 7, Code of Federal Regulations, Part 226.20, (Revised January 1, 1990) Requirements for Meals, for the age group served. All food shall be selected, stored, prepared and served in a safe and healthful manner. \303\274 All foods or beverages capable of supporting the rapid and progressive growth of \303\274 microorganisms that can cause food infections or food intoxications shall be stored in covered containers at 45 degrees F (7.2 degrees C) or less. \303\274 Pesticides and other similar toxic substances shall not be stored in food storerooms, kitchen areas, food-preparation areas, or areas where kitchen equipment or utensils are stored. \303\274 Soaps, detergents, cleaning compounds or similar substances shall be stored in \303\274 areas separate from food supplies. \303\274 All kitchen, food preparation and storage areas shall be kept clean and free of litter and rubbish; and measures shall be taken to keep all such areas free of rodents and other vermin. \303\274 The food preparation area shall not be used for: Children's play activities, unless such activities are part of a supervised food education program. \303\274 The licensee shall post signs at the entrance to the child care center that provide the telephone number of the local health department and information on child passenger restraint systems pursuant to Health and Safety Code section 1596.95(g) and Vehicle Code sections 27360 and 27360.5 \303\274 Each licensee shall have a disaster and mass casualty plan of action. The plan shall be in writing and shall be readily available. Although a fire clearance has been approved for the requested capacity of 144, with measurements taken of all 8 classrooms, center can accommodate a total capacity of 96 children.
