What the inspector wrote

On 9/17/2024 Licensing Program Analyst Isabel Ortega met with facility Director, Christie Coplay and conducted an Annual Random inspection. LPA toured and inspected the facility in accordance with the facility sketch. At time of entry LPA observed 5 infants in care and two staff providing care and supervision. Infant care takes place in one classroom (C) referred to as the Infant Room. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. LPA observed individual storage with children\342\200\231s name labeled for Infants\342\200\231 belongings. Facility does not utilize water for drinking nor food preparation. Classroom has a containers filled with filtered water (Sparkle's water 5-gallon observed in the classroom) available for Infants. Infants are provided with individual bottles and/or Sippy cup brought from home. Parents bring bottles, and cups daily from home and are taken home daily for wash and brought back the next day of care. The sheets, and blankets are provided by the parents and washed by parents weekly. The formula or/and breast milk are labeled. Parents also bring infants food and snacks daily. An isolation area was inspected, which takes place in the room next door(fire room) (couches are available). Infants are provided with individual cribs. The sleeping area is physically separated from the indoor activity space. Facility is located on the church premises. LPA observed an appropriate changing table and sink meeting Title 22, Regulations (sink is arm distance from changing table). Chemical are kept inaccessible to children. Facility operates Monday through Friday from 7:30 a.m. to 5:00 p.m. First Aid supplies, smoke detectors, carbon monoxide(tested at 10:30 a.m. and fire extinguishers (serviced on 1/2/2024 Tag observed) were observed and in operable condition. Trash cans with tight lids were observed. Food was inspected, and was properly labeled, stored, and within expiration date. Refrigerator is clean and operating at the proper temperature. There is hot running water in the food preparation area, it is adequately equipped, clean, and free from hazards. Cleaning supplies are out of reach of children. Emergency Drills are conducted monthly last drill was conducted and documented on 7/31/2024 at 8:55 a.m. Food allergies are posted in each classroom, food preparation area(kitchen) and in the front office when needed. Currently no infants have reported to have any food allergies. The outdoor play area was inspected and observed to be free of hazards, loose, or sharp objects. Equipment was inspected for safety, cushioning material, good repair and age appropriateness. Climbing structures other play equipment were found to be securely anchored with adequate resilient cushioning material underneath and around the perimeter. There is adequate shade area for rest. The playground is well fenced all around, and no bodies of water observed in the outdoor play area. During the inspection LPA observed adequate teacher child ratio in each classroom. Care and supervision were evaluated and determine the basic needs of children are appropriate and are being met. A review of the sign in/out sheet was conducted to verify the current census of children. The parent board was reviewed and has all the required forms posted accessible to parents. Children's records were reviewed for completeness. Health History, Emergency contact and Medical Exams, LIC 9227 Infant sleep plan and infant 15-minute checks were observed, Immunization Records are all in the children's file. The facility roster was up to date and all staff have been fingerprinted and association to the designated license number. The Staff are currently certified in Pediatric CPR/First Aid which expires on 11/20/2024. The following Incidental Medical Services (IMS) were discussed. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. All staff and Director provided the Mandated Child Care Provider (AB1207) certificate dated 4/29/2024. Upon hired date all staff are required to be immunized and show proof of immunization records according to Title 22 regulations. Beginning on January 1, 2018, Assembly Bill 1207 (2015) requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Applicants must meet requirements as a precondition to licensure. New employees shall have 90 days from date of employment to complete training as required. Director is aware self and all staff are mandated child abuse reporters and have the responsibility of reporting a ny suspected chil d abuse to the Child Abuse Hot-line at (800) 540-4000.
