Inspector’s narrative

What the inspector wrote

On August 08, 2023, Licensing Program Analyst (LPA) Ortega conducted an unannounced case management inspection. LPA Ortega met with facility Director-II Rosalyn Solis. The purpose of today's inspection was to conduct a case management inspection, and to notify the facility there has been a lead exceedance referred for an Action Level Exceedance (ALE) of over 5.5 parts per billion (ppb) in the water at the facility. Palmdale Regional Office received notification of water lead exceedance at the facility resulting from a recent water lead sampling test dated 7/24/2023. Based on the records reviewed facility results are 7.510 ppb in area BB water fountain located by the hallway. The center shall cease using any drinking water and food preparation from water faucet mentioned. During this inspection, LPA observed water fountain BB covered and a "do not use" sign on the faucet, however the water to the outlet is still on. Facility is in the process to turn off the water outlet BB. Per Facility Director the facility plans to replace and retest outlets BB. Per conversation with facility representative, outlet (BB) indoor water drinking fountain was never utilized by the children and was included in the testing sample because this is a new license facility and wanted all water outlets to be tested. Children bring their own water bottles from home and the facility will refill the bottles water with filter water when engaged in indoor and outdoor play if needed. Facility posted a letter visible to parents notifying of the lead exceedance and plan of correction. Based on the information received, outlet (BB) water fountain has never been and is not utilized for drinking nor food preparation. Therefore, no citation was issued Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, written directives. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility Director Rosalyn Solis.
