Inspector’s narrative

What the inspector wrote

On 12/17/2025, Licensing Program Analysts (LPAs) Giovanni Cristales and Justeene Tamayo conducted an unannounced Case Management visit. The purpose of the visit was to discuss a waiver request regarding the facility's infant/toddler outdoor activity space. LPAs met with Director Rocio Carrillo. Upon arrival, there were 40 infant/toddlers and 12 teachers present. A waiver is being requested to allow infant/toddlers continued access to the outdoor play yard while a new shade structure is being installed. Because the usable outdoor space will be temporarily reduced, the facility is requesting a waiver to permit alternating group use of playground #1 and playground #2.During today’s inspection, LPAs Cristales and Tamayo measured the designated outdoor area that infant/toddlers will use for play. The total outdoor space accessible to children for infant playground #1 measures 28 X 42.6 = 1193/75 = 16 infants The total outdoor space accessible to children for toddler playground #2 measures 98 X 19.3 = 1891/75 = 25 toddlers The facility is requesting 8 infants to utilize playground #1 at alternating times, and 13 toddlers to utilize playground #2 at alternating times. The facility will follow a staggered schedule during construction. The construction area will be surrounded by a portable 6-foot construction fencing, and the construction workers’ entrance will be located on the side opposite of the area where children are present. This waiver request is currently under review by the Department for approval. A copy of this report was discussed and left with Director Rocio Carrillo, along with a copy of her appeal rights and Notice of Site Visit.
