What the inspector wrote

On 08/12/2025, Licensing Program Analyst (LPA) Justeene Tamayo met with Lead Teacher Jardi Solares, who granted access to the facility. The purpose of the inspection was to conduct a follow up unannounced case management inspection for a UIR received at Palmdale RO on 07/07/2025. LPA disclosed the purpose of the inspection. Upon arrival, there were 14 infants in care, along with 8 staff providing care and supervision. Description of incident: On 06/05/25, Director had called parent #1 because child #1 had missed a couple of days from school. Upon speaking with parent #1, Director found out that child had not been to school because of accusations of Teacher #1. Parent #1 stated she saw Teacher #1 slap the hand of child #1 during pick up time. LPA Tamayo conducted interviews with staff and other relevant parties. Based on interviews conducted, assistant teacher #1 did not observe Teacher #1 slap the hand of child #1, however assistant teacher #1 did observe teacher #1 take a book out of child #1 mouth in an aggressive manner. Based on the information obtained, this poses a potential health and safety risk to children in care. Facility has been cited a Type B Citation Personal Rights Violation. Please see LIC809-D for deficiency page. An exit interview was conducted, and a copy of this report was read and provided to Lead Teacher, along with a copy of the Notice of Site Visit.

    Personal Rights 101223(a)(1): The licensee shall ensure that each child is accorded the following personal rights:(1) To be accorded dignity in his/her personal relationships with staff and other persons.This requirement was not met as evidence by: Assistant Teacher #1 did not observe Teacher #1 slap the hand of child #1, however Teacher #1 did pull a book out of child #1 hand in an aggressive manner, which poses a potential health and safety risk to children in care.
