What the inspector wrote
On June 10, 2025, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility for the purpose of conducting an Annual Random inspection. LPA met with facility representative who granted access. LPA and representative toured the facility inside and outside. LPA observed ten (10) children in active play and five staff. The facility operates from 7:00 am to 6:00 pm. Monday-Friday. All employees have a Criminal Record Clearance (DOJ/FBI) and Child Abuse Index Clearance and are associated to the facility. This is a single action licensed facility.
Physical Plant:
There are three (3) clean and safe classroom(s), the telephone service, heating, ventilation, and lighting are adequate in each room. The schedule and activities were posted. There are cubbies for children's belongings that are labeled with the children’s names in each classroom. The furniture, books, equipment, toys, and materials that were age appropriate. There were activity mats inside each room for play. Per representative, the mats are cleaned daily at the end of the day and any toys that are placed in the children’s mouths. The drinking water is available inside the classrooms in the form of water jugs and labeled or disposable cups. The napping equipment are cots and there was enough for all children. In the infant room there were five cribs for napping. The bedding is stored separately and per representative, the bedding is washed weekly unless soiled. LPA observed an infant napping on stomach that did not have the LIC 9227 form inside their files. Per representative, child just started in May and parent did not return the form. First Aid Kits were in each classroom. There are individual Emergency Survival Kits kept inside a closet in the kitchen they were observed sealed.
Per representative, the fire extinguisher, smoke detector and carbon monoxide detector are operable they were not tested. Trash cans did not have secure lids. The temperature inside each classroom was comfortable. There is laminate flooring throughout the center in good repair.
Bathrooms:
There one bathroom inside the preschool and the toddler class with one toilet and one sink that are functioning properly and age appropriate. There is an outside hand-washing sink. LPA did not observe any accessible hazards. There was soap, toilet paper, and paper towels readily available. The staff restrooms are in the hallway outside of the classrooms.
Kitchen:
There is a fully equipped kitchen with refrigerator, freezer, stove, oven, microwave, toaster oven, and sink. The kitchen was clean and there were no accessible hazards observed. Per representative, the facility does not provide meals, the parents supply the meals and snacks. The chemicals and cleaning supplies are kept in a storage cabinet in the hallway locked.
Outside:
Outdoor play equipment was inspected for health, safety, cushioning material, good repair and is age appropriate. LPA observed three separate play yards for each component. The preschool and toddler yard had a small play structure with swing and slide set attached it was securely anchored in the ground with a canopy for shade and artificial grass as a cushioned surface. There is concrete area for active play. The infant play yard had artificial grass, canopy for shade, and play equipment. The playgrounds were observed to be free of debris. Drinking water is available in the form of a portable water jug and labeled cups. Per representative, there are no bodies of water on the premises. LPA did not observe any bodies of water. LPA observed a water table that was empty. The fencing is wrought iron and concrete and observed locked and is secure around all playgrounds.
Other Review:
Children and staff files were reviewed. A staff interview was conducted. Current Pediatric CPR/First Aid (expires: 1/27). Per representative, transportation is not provided. Disaster Drills: Fire Drill was conducted: 6/6/25 Earthquake drill was conducted 6/6/25. Evacuation drill was conducted the date is unknown. The Child/Parent Roster was complete with all required information. The Staff/Child ratios were observed to be compliant; the sign in/out sheets were digital/electronic. Per representative, the children are inspected for illnesses as they arrive. All postings were not present on the on the parent wall. They were added during the inspection.
There is a separate area for isolation and care of ill children is in the lobby near the supervisor's desk until the parent can pick up the child. Per representative, there are no medications being administered. A review of medication policy indicated that prescription medication is administered only with parent's written permission. The management staff administers medication and documents the dosage, date, and time onto a log. Representative is aware if Medication is given it is properly labeled and stored in its original container. Per representative, the last fire inspection was conducted in September 2024.
LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. State law prohibits baby walkers, bouncy rocker seats, exersaucers, bassinettes or any other items that fall into that category. All infants are sleeping on their backs unless specified with LIC 9227 form and no blankets, toys, or pacifiers attached. Staff must conduct 15-minute nap monitoring, and a napping log is kept daily.
Facility representative was informed of the MyChildCarePlan.org website, a
consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

The following was discussed with the representative:
Facility representative was reminded to access the CCLD Licensing website at
www.ccld.ca.gov
. to obtain information about the most recent regulatory changes and the Quarterly Updates. Always provide supervision to all children. If food is brought in it is properly labeled. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Exit interview was conducted and a copy of this report was read, a Notice of Site Visit (LIC 9213), this report, and Appeal Rights were provided to Edna Hernandez, Facility Representative. A Notice of Site Visit must remain posted for thirty (30) consecutive days. Failure to maintain posting will result in a $100 civil penalty.
