What the inspector wrote

On Thursday, December 4, 2025, Licensing Program Analyst (LPA) Hanna Cha met with Director Jennifer Najera-Calderon to conduct an unannounced Annual/Random inspection of the facility. LPA disclosed the purpose of the inspection to the Director and toured the facility. At time of arrival, LPA observed Director and three teachers providing care and supervision to 21 children. The current days and hours of operation are Mondays to Fridays from 7:00 a.m. to 6:00 p.m. Physical Plant/Indoor/Children\342\200\231s Area: The facility operates on the grounds of New Life Church. The facility operates child care out of six classrooms (infant classroom, three preschool classrooms, napping room, and play room), kitchen, three childcare bathrooms, staff bathroom, and two outdoor play areas (for infants and preschool separated by gates). The facility is a single licensed child care center with a infant component and preschool component. The infant classroom was observed for safety, age-appropriate toys/equipment, and sanitary conditions. LPA observed bottle warmers, microwave, refrigerator/freezer for milk and water. Per Director, milk is disposed daily. LPA observed bottles and food stored in individual labeled bins. LPA observed napping and feeding areas to be clean with no hazards. Per Director, infants sleep in cribs only with tight fitted sheets. LPA observed Needs and Services plan and Safe Sleep Logs documented and maintained in the classroom. The preschool classrooms were observed for age-appropriate toys/equipment, books, and supplies for children. LPA observed individual cubbies labeled with children\342\200\231s names and sufficient napping cots with blankets and sheets. The trash bins were observed to have tight fitting lids. The cleaning compounds are stored in high cabinets made inaccessible to children. Bathroom: The three childcare bathroom (adjacent to classrooms) were observed for safe and sanitary operating conditions with no hazardous materials. Toilet paper, paper towels, and soap are available to children. The toilets and sinks in operable condition. Kitchen: The kitchen (on the right from front door) was observed for safety, sanitation, and good repair. The kitchen consists of a refrigerator/freezer, sink, food preparation counters, and pantries. LPA observed extra food dated and stored appropriately. Per Director, food is catered daily to the facility in individual containers. No preparation is needed. The children also have the option of bringing own packed lunches from home. The children are provided with filtered water in personal labeled water bottles. Disposable cups are also provided. Outdoor/Children\342\200\231s Play Area: The two outdoor play areas, divided by gates for infants and preschool children were inspected for safety, cleanliness, good repair, age-appropriate toys/equipment, cushioned floors, and shady areas. Per LPA observation, there are no pools, spas, or bodies of water on the premises. File Review: LPA reviewed three children files which contained all required documentation. LPA reviewed Director\342\200\231s file and two staff files. Per record review, Staff #2 (S2) and Staff #3 (S3) files did not include a Health Screening Report (LIC 503), verifying good physical health. However, all three staff files included a test for tuberculosis. LPA informed facility representative that all staff must complete a health screening by a physician not more than one year prior to or seven days after employment. A Technical Violation issued. Postings: LPA observed required postings. Other: Per Director, smoking is prohibited on the premises. Per Director, there are no firearms/weapons stored on premises. Per recorded documentation, disaster drills last completed on 11/2025. The carbon monoxide alarm and smoke alarm were observed. Per record review, last lead testing conducted on 11/17/2022. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred licensee facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ) Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During this inspection, one Technical Violation issued. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Director Jennifer Najera-Calderon.
