What the inspector wrote

On Wednesday, December 10, 2025, Licensing Program Analyst (LPA) Hanna Cha met with Director Christie Copley to conduct an unannounced Annual/Random inspection of the facility. LPA disclosed the purpose of the inspection to the Director and toured the facility. At time of arrival, LPA observed 15 staff providing care and supervision to four infants, 10 toddlers, 35 preschool children and 10 school age children. The current days and hours of operation are Mondays to Fridays from 7:30 a.m. to 5:00 p.m. Physical Plant/Indoor/Children\342\200\231s Area: The facility operates on the grounds of Seventh Day Adventist Church. The facility operates out of four classrooms, three childcare bathrooms, staff room, and an outdoor play area (infant play area separated by gates). The facility is a single licensed child care center with an infant component, toddler component, preschool component and school-age component. The infant classroom was observed for safety, age-appropriate toys/equipment, and sanitary conditions. LPA observed bottle warmers, refrigerator/freezer for milk and foods. Per Director, milk is disposed daily. LPA observed bottles and food stored in individual bins. LPA observed napping and feeding areas to be clean with no hazards. Per Director, infants sleep in cribs only with tight fitted sheets. The Needs and Services plan, Individual Sleeping plan, and Safe Sleep Logs documented and maintained in the classroom. The preschool classrooms were observed for age-appropriate toys/equipment, books, and supplies for children. LPA observed individual cubbies labeled with children\342\200\231s names and sufficient napping cots with blankets and sheets. The trash bins were observed to have tight fitting lids. The cleaning compounds are stored in high cabinets (in childcare bathroom) made inaccessible to children. Bathroom: The three childcare bathrooms (adjacent to classrooms) were observed for safe and sanitary operating conditions with no hazardous materials. Toilet paper, paper towels, and soap are available to children. The toilets and sinks in operable condition. Outdoor/Children\342\200\231s Play Area: The outdoor play areas were inspected for safety, cleanliness, good repair, age-appropriate toys/equipment, cushioned floors, and shady areas. Per LPA observation, there are no pools or spas on the premises. File Review: LPA reviewed six children files which contained all required documentation. LPA reviewed child file currently on prescription medication. LPA verified LIC 9221 on file along with doctor\342\200\231s note about prescription administration. LPA reviewed Director\342\200\231s file and five staff files. Per record review, three of six staff files did not include Health Screening Report (LIC 503). Two out of the three files did not include a test for TB. LPA informed Director that all staff files must include Health Screening Report with TB test, performed by a physician not more than one year prior to or seven days after employment. A Technical Violation issued. Other: Per Director, children bring own packed lunches from home. LPA observed individual lunches for children and personal water bottles. The facility provides bottled water. Per Director, there is no food preparation at facility. Per Director, smoking is prohibited on the premises. Per Director, there are no firearms/weapons stored on premises. Per recorded documentation, disaster drills last completed on 11/2025. The carbon monoxide alarm and smoke alarm were observed. Per Director, the facility is exempt from lead testing. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA referred licensee facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ) Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. During this inspection, one Technical Violation issued. A notice of site visit was given and must remain posted for 30 days.
