Licensing Program Analyst (LPA) Maddox met with Karina Espana, Director/Applicant and Tracy Meyer, Lead Teacher for the purpose of conducting an announced pre-licensing inspection. Applicant is requesting licensure of 100 Preschool children ages 2-6yrs. The hours of operation will be: Mon through Friday from 6:00 am to 6:00 pm. This center is located in the rear of Bethel Baptist Church. During this inspection, LPA measured 4 classrooms. INDOOR ACTIVITY SPACE : \302\267 The child care center was toured and found to be clean, safe, sanitary, and in good repair to ensure the safety and well-being of children, employees and visitors \302\267 Floors of all rooms have a surface that is safe and clean (carpet and linoleum). \302\267 A comfortable temperature for children shall always be maintained. \302\267 Furniture and equipment are maintained in good condition, free of sharp, lose or pointed parts. There are a variety of age-appropriate equipment, toys, and materials in good condition and in sufficient quantity to allow children present to fully participate in planned activities. \302\267 Tables and chairs were present to meet the needs of the children. \302\267 Drinking water is readily available - Filtered Water - children will bring their own water bottles \302\267 Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children were stored and inaccessible to children Stored up high and in locked cabinets \302\267 There are fully stocked first-aid kit(s) in locations accessible to staff but inaccessible to children: \302\267 The isolation area is located in Room 403 \302\267 LPA observed operable carbon monoxide detectors and smoke detectors (hard wired), fire extinguishers are located throughout the facility and fully charged. \302\267 The center has a working telephone \302\267 Sign-in and out procedure manual \302\267 Staff shall conduct a wellness check to ensure that children with obvious symptoms of illness including, but not limited to, fever or vomiting, are not accepted. OUTDOOR LPA observed a shaded rest area for the children (Large Trees and Wood canopy with benches). Children have safe access to the play yard which is enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence exceeds the requirement and taller than four feet high. There are no bodies of water present. The play yard was free of hazards including, but not limited to, holes, broken glass and other debris, and dry grasses that pose a fire hazard. As a condition of licensure, the areas around and under high climbing equipment, swings, slides and other similar equipment shall be cushioned with material that absorbs falls (grass, sand, and concrete). The playground is enclosed by a fence to protect children and to keep them in the outdoor activity area. The fencing in place was taller than the required four feet high. LPA observed a swing set that was anchored into the ground with sand underneath. There's 1 large climbing apparatus and 1 large slide for children ages 3 - 6. Drinking Water - Staff will bring out water pitchers to refill water bottles RESTROOMS There's 2 separate children's bathrooms and 2 separate staff bathrooms. The bathroom in room 401 has a children's bathroom with 4 toilets and 4 sinks, room 402 has a bathroom with 3 Toilets/3 Urinals/ and 4 sinks. All toilets and hand washing facilities were maintained. safe, and sanitary operating condition. There are 2 staff bathrooms, one located in Room 401 and the 2nd in room 402. Measurements taken were as follows: Room #401 841/35 = 24 402 - 980/35 = 28 403 - 696/35 = 20 404 - 754/35 = 22 Total Indoor Capacity Outdoor 25,320/75 = 337 SUPERVISION: Applicant shall ensure no child is left without the supervision of a teacher at any time, Supervision shall include visual observation. CHILDREN\342\200\231S RECORDS: LPA reviewed with [Applicant/Owner/Director, licensee, or facility representative] the LIC 311A, Records to Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. TRANSPORTATION : No transportation at this time CRIMINAL RECORD REVIEW Applicant was informed to register with Guardian so sh can add or disassociate staff on her own. NAPPING \302\267 Mats used for napping were maintained in a safe condition and labeled with children's names. \302\267 Each mat shall be equipped with a sheet to cover the cot or mat and, depending on the weather, a sheet and/or blanket to cover the child. \302\267 LPA informed Applicant or mats should be wiped with a detergent/disinfectant weekly or when soiled or wet. \302\267 Bedding shall be individually stored so that each child's bedding is identifiable and no child's used bedding comes into contact with other bedding. \302\267 Napping equipment shall be arranged so that each child has access to a walkway without having to walk on or over the cots or mats of other children. HEALTH RELATED SERVICES: Medications shall be kept in a safe place inaccessible to children. Applicant has implemented a written plan to record the administration of prescription medications and to inform the child's authorized representative daily when such medications have been given. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Applicant states Lead Testing was conducted in 2024. Applicant is reminded of the requirement to report and unusual incidents and/or injuries to the parent/guardian and Licensing within the time frame specified by the regulation and on the form LIC 624B. POSTINGS: Applicant was informed of the required forms that shall be posted after licensure including the telephone number of the local health department and information on child passenger restraint systems pursuant to Health and Safety Code section 1596.95(g) and Vehicle Code sections 27360 and 27360.5 Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Applicant states she has signed up to receive PIN's. Each Applicant shall have a disaster and mass casualty plan of action. The plan shall be in writing and shall be readily available. Fire Clearance has been received for the requested capacity of 100 children however, with LPA's measurements center can accommodate 94 children. Needed Prior to Licensure: There's still some paperwork missing which was discussed during this inspection. Final license determination will be made upon review of the Licensing Program Manager.
