What the inspector wrote

On March 4, 2026, at 9:30 A.M., Licensing Program Analyst (LPA) Joselito L. Del Mundo conducted an unannounced case management inspection. LPA met with Director Kelly Fountain. The purpose of today's inspection is to conduct a case management inspection, and to notify the facility director that there has been a lead exceedance referred for an Action Level Exceedance (ALE) of over 5.5 parts per billion (ppb) in the water in the facility. Palmdale Regional Office received notification of water lead exceedance at the facility resulting from a recent water lead sampling test. Based on the records reviewed, Site A in classroom 10 has an ALE of 9.3 ppb. However, Site A inside classroom 10 is used only for handwashing and is not licensed by the Department. LPA and the director toured Classroom 10 of the facility. LPA observed Site A has a label that is used for handwashing only. Per Director Fountain, they were planning to use Classroom 10 as a medical model for behavioral therapists. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies were cited at this time. The director was provided with a copy of the appeal rights. An exit interview was conducted with Director Kelly Fountain. Per Written Directives 101700.3 California Lead Action Level at Child Care Centers, no deficiencies were cited at this time. The director was provided with a copy of the appeal rights. An exit interview was conducted with Director Kelly Fountain. This report shall be made available to the public upon request. The Notice of Site Visit is provided and required to be posted for 30 days.
