What the inspector wrote

On 7/18/2024 at 9:10 am Licensing Program Analyst (LPA) Carolyn Tuba conducted an unannounced case management licensee-initiated inspection. LPA arrived and took a census of 40 children with 9 staff. A Covid assessment was conducted. LPA contacted Child Development Program Director, Rosie Ducoing who arrived at 9:30 am and Child Development Supervisor, Mercedes Gomez who arrived at 9:45 am. The preschool program hours of operation are Monday to Friday, 6:30am to 6pm. This facility is located on the campus of Erwin Child Development Center and is part of the Bassett Unified School District. This is a preschool program with a toddler component that is currently licensed to operate 8 classrooms which are classrooms 25 (Toddlers), 26 (Toddlers), 27 (Preschool), 28 (Preschool), 29 (Toddlers), 30 (Toddlers), 31 (Preschool) and room 32 (Preschool). Child Development Program Director has requested to add Room A (Preschool) for children ages 3 to 5 years of age to the existing license but is not increasing capacity. Per Director the children in Room 27 will move into Room A and children in Room 32 will move to Room 27. Director stated that the 2 playgrounds already licensed will be used by Room A for outside play. Room A has a small teacher\342\200\231s office and there is currently a storage cabinet for staff to keep personal belongings and school supplies. LPA observed children\342\200\231s toys and furniture. Children will have access to drinking water by the use of Sparklet\342\200\231s water dispenser. Meals are delivered by the School District Food Service and will be provided AM Snack, Lunch and PM Snack. Children will be napping in Room A and napping cots were observed. First Aid Kit is available. LPA observed 2 child size toilets and 1 child size sink in the classroom, however due to the capacity of children that will occupy this classroom LPA advised that an additional sink would need to be added per the regulation, 1 toilet and 1 sink for every 15 children. The staff have an adult bathroom located inside the classroom. There is a kitchen with a refrigerator and sink, as well a locked storage cabinet. Cleaning Page 1 of 2 supplies with be kept locked inside storage unit and any medications will be kept in the backpack or refrigerator as needed out of children\342\200\231s reach. There is a door that separates the kitchen from the classroom and will be made inaccessible by an existing door and per Director a child-proof-door knob will be installed. There will also be Signage for staff to keep door closed at all times. Fire extinguisher was last serviced on July, 2023 and is already scheduled to have Fire Department service conducted this month. Combo Smoke and Carbon Monoxide detectors are present and inspected by the District staff monthly, as well as inspected by local Fire Department annually. Parent Board will be located near the entry way of the classroom. There are two (2) doors for staff and children to utilize to enter and exit classroom. During this inspection measurements were obtained for indoor space to determine capacity of the classroom. Classroom A (Preschool) measured for a capacity of 41 children. LPA advised Corrections need to be made in Room A: An additional child size sink will need to be added to accommodate for the use of more than 15 children. Child proof doorknob to the existing kitchen door. Director will send photos to LPA once completed. LPA will complete a final review before issuing new license. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Child Development Supervisor, Mercedes Gomez. Page 2 of 2
