What the inspector wrote

On 11/18/2025 Licensing Program Analyst (LPA) Mary Silva conducted an unannounced case management inspection. Upon arrival LPA met with Child Development Program Director, Rosa Ducoing and Child Development Supervisor Mercedes Gomez. LPA was led on a tour of the facility. The purpose of this visit was to ensure the facility was in compliance with Title 22 regulations and to obtain additional information regarding an incident that occurred on 11/05/2025. Census was taken. LPA observed 57 children with 17 staff. On 11/10/2025 the department received an incident report via email from this facility pertaining to an alleged violation of a child\342\200\231s personal rights while in care. This incident was reported to a program manager by a parent that claimed to have witnessed the occurred on 11/05/2025. The incident was reported to the Department within the required 24 hours of occurrence. During the inspection LPA conducted interviews with staff, and program director regarding the allegation. LPA obtained documents in the form of facility roster, and other documentation pertaining to the incident. Based on the information that was verified during the inspection and the information on the incident report, a subsequent follow up visit will be conducted at a later date as further information is needed. No deficiencies are being cited during today\342\200\231s inspection. The notice of site inspection must remain posted for a period of 30 days during hours of operation. Failure to maintain posting will result in a civil penalty of $100.00 dollars. Appeal rights were given. Exit interview was conducted and report was reviewed with Child Development Program Director Rosa Ducoing.
