What the inspector wrote

On 01/09/2026 Licensing Program Analyst (LPA) Mary Silva conducted an unannounced case management inspection to follow up on an incident report submitted to the department on 12/11/2025. Upon arrival LPA MSilva met with Teacher Maria Juarez, and Child Development Program Supervisor Gabriel Munoz to whom the reason for the inspection was explained. LPA MSilva was guided on the tour of the facility. Census was taken. LPA observed 26 children with 6 staff. This is a subsequent inspection to investigate an alleged allegation of a staff violating a child\342\200\231s personal rights while in care. During the inspection LPA MSilva conducted interviews with three staff and three daycare children in regards to the allegation. LPA MSilva reviewed files for staff and child #1, sign in and out sheet were reviewed for the month of December 2025. LPA MSilva obtained documentations in the form of facility roster, copy of observation log for child #1, incident report and written statement from parent of child #1. Based on interviews conducted with children and staff and additional information obtained, there was not enough preponderance of evidence to substantiate the allegation of a child\342\200\231s personal rights being violated while in care. The notice of site inspection must remain posted for a period of 30 days during hours of operation. Failure to maintain posting will result in a civil penalty of $100.00 dollars. Appeal rights were given. Exit interview was conducted and report was reviewed with Child Development Program Supervisor Gabriel Munoz.
