What the inspector wrote

Licensing Program Analyst (LPA) Mireya García conducted a Case Management Deficiencies Inspection to address deficiency observed during inspection visit conducted today. Due to COVID- 19 precautionary measures were taken, licensing staff present during inspection wore appropriate personal protective equipment. LPA met with Licensee, Esther Szeto who guided LPA on a tour of the facility. There were twenty-three (23) children observed to be present at the facility during this inspection. During LPA's arrival to the facility LPA Garcia observed posted paper sign on the front door of 315 building in bold “Monterey Park Water Line Shut Down” (Pictures were taken). Posting notice from the City of Monterey Park’s Water Utility Division informing of the shutdown of water in the area for approximately 8 hours from 8:00 am thru 4:00 pm. REPORT CONTINUES ON NEXT PAGE 1 OF 2. During the walk-through of the facility, LPA García observed that staff were using buckets/containers filled with water to flush toilets after children’s use. Per Director, staff are using hand sanitizer to clean child’s hand after each restroom use. Director states, she was notified of water shut off on Tuesday 12/14/2021 and notified day care families on Wednesday 12/15/2021. LPA Garcia did not observe the facility to have a reserve of water in quantities to meet the needs of children in care. The following deficiency on the attached LIC 809 deficiencies page is being cited in accordance with CA code of Regulations Title 22. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Licensee, Esther Szeto. REPORT ENDS HERE PAGE 2 OF 2.

This requirement was not met as evidenced by: Based on interviews with staff and LPAs observation staff were observed using buckets/containers filled with water to flush toilets after chidlrens use. Per Director, staff are using hand sanitizer to clean child’s hand after each restroom use. LPA Garcia did not observe the facility to have a reserve of water in quantities to meet the needs of children in care. This poses a potential health and safety risk to children in care.
